Our Fortune 500 client is looking for a Cost Accounting Manager  to work on their project based out of Baton Rouge, Louisiana / Onsite.
Job Title:  Cost Accounting Manager 
Location: Baton Rouge, Louisiana/ Onsite
Duration: 12+ Months 
Job Description: 
  • Review existing federal funding structures and current allocation of personnel, IT, policy, fiscal, management, and other administrative costs.
  • Analyze existing cost pools, allocation bases, time-coding controls, WBS structures, cost centers, internal orders, and federal claiming processes.
  • Identify compliance risks, unsupported allocation methodologies, and gaps against applicable federal cost principles.
  • Develop written assessments and recommend corrective actions.
  • Develop a compliant Administrative Cost Allocation Methodology consistent with federal and state requirements.
  • Identify shared administrative cost pools and establish appropriate allocation bases, formulas, and distribution methodologies.
  • Perform financial modeling to quantify projected federal and state share impacts under current and proposed allocation methodologies.
  • Develop allocation matrices, formulas, financial impact analyses, and cost-pool reporting/coding matrices.
  • Establish internal controls and documentation requirements necessary for ongoing compliance and audit support.
  • Prepare and support Public Assistance Cost Allocation Plan (PACAP) documentation, including narratives, schedules, allocation documentation, and submission-ready packages.
  • Assist Louisiana Works in responding to federal questions and participate in technical discussions with federal reviewers.
  • Revise methodologies and supporting documentation based on federal review feedback.
  • Develop an implementation roadmap and provide guidance for operationalizing the approved cost allocation methodology.
  • Identify necessary changes to time reporting, coding structures, and financial-system processes.
  • Develop procedures for ongoing application, monitoring, maintenance, and updating of the methodology.
  • Analyze opportunities to maximize allowable federal reimbursement.
  • Evaluate the financial impact of changes in federal participation and reimbursement rates.
  • Develop fiscal models comparing current versus proposed allocation methodologies.
  • Prepare a Federal Claiming Optimization Memorandum, Fiscal Impact Projection Model, and Executive Summary for Louisiana Works leadership.
