Delivery Manager

Job Description:

• Rate: £600 Inside IR35
• Duration: 6 month contract
• Location: 2 per week - London

We are seeking a Delivery Manager to lead delivery across multiple Agile Release Trains (ARTs)

You will coordinate delivery across a cutting-edge, multi-supplier enterprise stack spanning Scala/JVM microservices, Microsoft Dynamics 365, Power Platform, Azure integrations, and a sophisticated Lakehouse data and analytics platform built on Azure Databricks, MLOps, and Power BI.

Key Responsibilities

• Multi-ART Leadership: Act as servant leader and delivery coach across multiple concurrent ARTs. Facilitate all core SAFe ceremonies (PI Planning, System Demos, ART Sync/SoS, Inspect and Adapt) to maintain alignment, flow, and delivery predictability.
• Complex Dependency and Release Management: Map, track, and actively mitigate dependencies across ARTs, the wider Solution Train, external suppliers, and other government departments. Coordinate cross-platform cut-overs across Scala, D365, Azure, and Databricks.
• Data, Analytics and MLOps Integration: Drive the delivery of end-to-end data products. Coordinate ETL/ELT ingestion pipelines on Azure Databricks, integrate machine learning life cycles (MLOps) into sprint cadences, and oversee governed Power BI deployment pipelines.
• GDS and Public Sector Governance: Ensure all delivery adheres to the GDS Service Standard, Service Manual, and Technology Code of Practice. Plan milestones for Alpha/Beta/Live assessments, security accreditation (IT Health Checks), DPIAs, and UK GDPR compliance.
• Metrics and Flow Optimisation: Utilise flow metrics (Flow Velocity, Flow Time, PI Predictability) and interactive reporting dashboards to track progress, resolve blockers, and report transparently to steering groups and client directors.
• Team Coaching and Culture: Mentor Scrum Masters, Product Owners, and multi-supplier teams to foster a high-trust, transparent, continuous-improvement culture.

Essential Experience and Technical Depth:

• Extensive Delivery Leadership: Experience operating as a Release Train Engineer (RTE) or Scaled Agile Delivery Lead over multiple ARTs or within a complex SAFe Solution Train.
• Proven Public Sector/GDS Delivery: In-depth knowledge of GDS life cycle phases (Discovery, Alpha, Beta, Live), preparing teams for and passing GDS service assessments, and applying the GDS Service Standard and Technology Code of Practice.
• Modern Enterprise Stack Literacy: Broad working understanding of Microsoft Azure, Power Platform, Dynamics 365, Scala/JVM microservices, and API-led architectures.
• Data and Analytics Delivery: Demonstrated track record delivering analytics solutionsspecifically Azure Databricks Lakehouse architecture (medallion/Delta Lake, Unity Catalog), ETL/ELT pipelines, MLOps workflows, and enterprise Power BI reporting.
• Rigor in SAFe Ceremonies and Tooling: Expert facilitation of PI planning boards, ROAMing risks, managing RAID profiles, and configuring tools such as Jira Align, Jira, or Azure DevOps.

Desirable Qualifications and Skills:

• Relevant data or cloud accreditations (eg, Databricks Data Engineer, Microsoft Fabric DP-700, Power BI PL-300).
• Working familiarity with the Government Data Quality Framework, Algorithmic Transparency/AI Ethics, and NCSC security standards.
• Experience running Legacy system migrations within central government environments.
