Duties
- You will serve as the Information Systems Security Manager (ISSM) for Marine Corps Base Quantico offices and staff with responsibility for the implementation and management of the cybersecurity program.
- You will evaluate and provide recommendations pertaining to cybersecurity architecture and infrastructure to address new requirements, emerging technologies, and changes to information security/cybersecurity operations and business processes.
- You will administer and maintain the organization's Department of Defense(DoD) Risk Management Framework (RMF) packages.
- You will advocate for adequate funding for cyber training resources, including both internal and industry-provided courses, instructors, and related materials.
- You will monitor the rigorous application of cyber policies, principles, and practices in delivering planning and management services. Requirements Conditions of employment

- This is a Cyberspace Workforce position, work role code Information Systems Security Manager (722) proficiency level Advanced.
- This is a Cyberspace Workforce position, work role code Cyber Workforce Developer and Manager (751) proficiency level Advanced.
- The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
- This position requires to participate in a continuous learning (CL) program as described in SECNAVINST 5239.20A and SECNAV M-5239.2.
- An annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and supervisor.
- This position must obtain the required credentials within 12 months of appointment and maintain those credentials as described in SECNAV M-5239.2.
- You will be required to obtain and maintain an interim and/or final security TOP SECRET clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
- MSP/P PP applicants must currently hold the required security clearance.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics.
You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
IT-related experience demonstrating this competency include: analyzing messaging, processing failures, and assisting in identifying errors. 2.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
IT-related experience demonstrating this competency include: Assisting in planning and designing computer systems and programs that increase the efficiency and adherence of processes and policies. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
IT-related experience demonstrating this competency include: providing technical and operational advice and assistance in implementing cybersecurity policies and procedures in developing and operating network systems. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Providing technical guidance as required to resolve problems arising withing the division and the command.
In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector: Evaluating and providing recommendations pertaining to cybersecurity architecture and infrastructure to address new requirements, emerging technologies, and changes to information security/cybersecurity operations and business processes.
