The Position:
Client: Commonwealth of Pennsylvania – Department Of Health (DOH)
Position Title: DOH - Senior Business Analyst Exception (810837)
Location: Hybrid; Remote Off-Site and On-Site in Harrisburg, PA

Note:  The position is hybrid; with 1 day/month on-site (second Monday of the month).  Candidates must currently reside within a reasonable commuting distance of Harrisburg, PA.

DOH is in need of a full-time Business Analyst, supported by AI tools for acceleration, to focus on the nine highest-priority legacy applications.  This role will collaborate with the DOH Solutions Management Teams and the DOH Bureaus to build a strong, reusable foundation.  This position will include reporting to the HHSDC/DOH Solutions Management IT Manager supporting the applications.  The contractor’s work location will primarily be remote with one monthly on-site visit the second Monday of the month.
- Reverse-engineer and document current requirements (user stories, processes, data flows, edge cases) using AI-assisted code analysis for rapid initial drafts.
- Develop comprehensive requirements-based test cases (functional, regression, accessibility-specific, and security-focused) and traceability matrices that link scan findings to specific business processes.
- Facilitate WCAG 2.2 accessibility gap analysis and validation of fixes against real business needs.

The Skills and Experience:
- 2+ Years: Business Analyst experience writing business requirements and test cases
- Ability to leverage AI tools for rapid drafting of requirements, process documentation, and test case generation
- Ability to validate AI-generated content for accuracy, completeness, and alignment with business needs
- Experience in reverse-engineering legacy applications to document business, functional, and technical requirements
- Proficiency in developing user stories, process flows, data flow diagrams, and edge-case scenarios
- Ability to support and perform application testing activities, including executing test cases, validating results, documenting defects
- Ability to create and maintain traceability matrices linking requirements to test cases, findings, and remediation work
- Proficiency in Azure DevOps for work item management, requirements tracking, and test case documentation
- Experience using SharePoint for document management, collaboration, and artifact storage
- Microsoft Office Suite, including Word, Excel, PowerPoint and Visio
