Job Description

We are currently seeking a contract Senior Business Data Analyst to be a key resource on a technical services team for our client, the Texas Health and Human Services Commission (HHSC).

Responsibilities

Seeking a Senior Data Analyst with experience in business and data analysis, including leading JAD sessions, eliciting requirements, and documenting business processes and analytical findings. The ideal candidate will have strong SQL skills with the ability to develop and execute complex queries and joins, perform data quality analysis, and translate business needs into actionable insights. Experience designing dashboards, KPIs, and performance measures to support data-driven decision-making is required.
 
Understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be; summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system.

Qualifications

Minimum Requirements:

 

8 years of:

  • Experience in IT, supporting the design, development, or delivery of technology solutions.
  • Experience with Integrated Eligibility systems, including full SDLC involvement (requirements through implementation).
  • Experience in business analysis and data analysis.
  • Experience conducting JAD sessions, eliciting requirements, and documenting business processes and data analysis findings.
  • Experience using SQL, including the ability to create and execute complex joins.
  • Experience analyzing data quality.
  • Experience designing dashboards, including measures and KPIs.

Preferred:

4 years of:

  • Experience with the Texas Integrated Eligibility Redesign System (TIERS).
