Contract: 2 Years + Three Optional 1-Year Extensions

Job Summary

We are seeking an experienced Business Analyst 3 to support leading Government Customer on multiple technology projects. The Business Analyst will work closely with business stakeholders, technical teams, and project teams to gather, analyze, document, and validate business and functional requirements.

The ideal candidate will have strong experience with business process analysis, requirements gathering, BRD/SRS documentation, UAT/testing, system troubleshooting, legacy system integrations, SDLC tools, and cross-functional stakeholder collaboration.

Key Responsibilities

• Gather, analyze, document, and validate business and functional requirements with business and technical stakeholders.
• Plan and lead requirements-gathering sessions, workshops, meetings, and collaborative working sessions.
• Analyze existing business processes and develop business process maps and workflows.
• Perform fit-gap analysis to identify differences between current processes, business requirements, and proposed technology solutions.
• Collect and analyze requirements across multiple program areas with different business needs.
• Gather, document, and maintain detailed solution and design requirements.
• Develop and maintain Business Requirements Documents (BRDs) and Software Requirements Specifications (SRS).
• Coordinate and support User Acceptance Testing (UAT) activities.
• Prepare test plans, assist team members with test execution, document test results, and communicate testing status.
• Identify, document, and track software defects and coordinate defect resolution with Technical Leads and project teams.
• Troubleshoot complex software and system issues and assist in identifying appropriate solutions.
• Support implementation and testing of interfaces that exchange data with large and complex legacy systems.
• Assist with project plans, schedules, documentation, and other work artifacts supporting the project management lifecycle.
• Use SDLC/project management tools such as HP Application Lifecycle Management (ALM), Jira, Confluence, or other Atlassian tools.
• Work independently with minimal supervision while managing multiple priorities and tight deadlines.
• Collaborate effectively with distributed and remote cross-functional teams.
• Provide technical and business analysis support to staff and stakeholders.
• Perform additional duties as assigned.

Required Qualifications

• 8+ years of experience planning, leading, gathering, and analyzing business and functional requirements in collaboration with business and technical teams.
• 8+ years of experience developing business process maps and performing fit-gap analysis.
• 8+ years of experience solving complex problems and troubleshooting software systems.
• 8+ years of experience gathering requirements simultaneously across multiple program areas with varying business needs.
• 8+ years of experience gathering, documenting, and capturing design requirements.
• 8+ years of experience developing Business Requirements Documents (BRD) and Software Requirements Specifications (SRS).
• 8+ years of experience facilitating workshops, meetings, and collaborative sessions with cross-functional teams in a remote environment.
• 8+ years of experience preparing and executing test plans, supporting testing activities, documenting test results, and communicating testing outcomes.
• 8+ years of experience implementing and testing interfaces that exchange data with large, complex legacy systems.
• 8+ years of experience supporting project management lifecycle plans and work artifacts.
• 8+ years of experience with SDLC management software such as HP ALM or Atlassian tools.
• 8+ years of experience with Workforce Innovation and Opportunity Act (WIOA) and Participant Individual Record Layout (PIRL).

Preferred Qualifications

• 4+ years of experience working with the State of Texas / Texas State Agencies.
• Experience working on large government technology programs.
• Experience with workforce development, employment services, or related public-sector systems.
• Experience working with legacy-system integrations and complex data interfaces.
• Strong written and verbal communication skills.
