Job Description
Genesis10 is currently seeking a Program Manager - Data Warehouse & GIS Application Remediation for a remote position with a Major Utility Company located in Waukesha, WI. This is a 12+ month contract opportunity.
We are seeking an experienced Program Manager to lead large-scale enterprise data modernization, GIS transformation, and downstream application remediation initiatives. This role is responsible for planning and delivering cross-functional programs that integrate enterprise data warehouse platforms with GIS systems while ensuring the successful remediation of data pipelines, analytics applications, and operational systems. The ideal candidate possesses deep experience in program management, data warehousing, cloud data platforms, analytics ecosystems, and geospatial technologies.

We are seeking an experienced Program Manager to lead large-scale enterprise data modernization, GIS transformation, and downstream application remediation initiatives. This role is responsible for planning and delivering cross-functional programs that integrate enterprise data warehouse platforms with GIS systems while ensuring the successful remediation of data pipelines, analytics applications, and operational systems. The ideal candidate possesses deep experience in program management, data warehousing, cloud data platforms, analytics ecosystems, and geospatial technologies.
Responsibilities:
- Lead cross-functional programs involving enterprise data warehouse integration with GIS platforms and coordinate remediation of data pipelines, analytics applications, reports, dashboards, and downstream data products
- Develop and manage integrated program plans, roadmaps, milestones, budgets, resource plans, and dependency management processes
- Partner with Functional Area and IT data product owners to manage risks, issues, assumptions, dependencies, and escalations across multiple workstreams
- Establish governance frameworks, executive steering committees, and program reporting mechanisms
- Drive organizational change management and business readiness activities to support successful program implementation
- Develop and maintain a comprehensive inventory of impacted downstream applications, interfaces, reports, analytics solutions, and business processes
- Define remediation strategies, prioritization frameworks, and delivery plans based on business criticality and operational risk
- Coordinate remediation, testing, validation, deployment, and cutover activities across multiple development and business teams
- Ensure continuity of business operations throughout application and data modernization initiatives
- Partner with Data Engineering, Architecture, Product, and Analytics teams to understand upstream and downstream data dependencies
- Support remediation of ETL/ELT pipelines, semantic models, reporting solutions, analytics applications, and data integrations impacted by source system and platform changes
- Partner with GIS, Data Engineering, Data Governance, and Analytics teams to establish scalable geospatial data integration patterns
- Serve as the liaison between GIS Utility Network Implementation team and data warehouse and analytics products teams
- Prepare and deliver program status reports, risk assessments, funding updates, and executive presentations
- Build alignment across diverse stakeholder groups to ensure successful program outcomes
- Manage relationships with implementation partners, consulting organizations, and technology vendors
- Develop and manage program budgets, forecasts, funding requests, and financial performance tracking
Requirements:
- Bachelor's degree in Computer Science, Information Systems, Engineering, GIS, Geography, Business, or a related field
- 10+ years of program or project management experience leading complex enterprise technology initiatives
- 5+ years of experience managing data warehouse, analytics, cloud transformation, or enterprise application modernization programs
- Demonstrated experience managing downstream application remediation efforts associated with large-scale platform transformations
- Strong understanding of enterprise data warehousing, data integration, ETL/ELT processes, data governance, and analytics platforms
- Proven ability to manage complex cross-functional stakeholder environments
- Excellent communication, leadership, negotiation, and executive presentation skills
Desired skills:
- Experience with Snowflake, Databricks, Azure, AWS, Microsoft Fabric, Palantir Foundry, or other modern cloud data platforms
- Experience with Esri ArcGIS, ArcGIS Enterprise, Utility Network, geospatial data models, and GIS modernization programs
- Utility industry experience supporting electric, gas, water, telecommunications, or infrastructure organizations
- Experience managing enterprise application portfolios with significant upstream and downstream system dependencies
- Knowledge of geospatial analytics, spatial data warehousing, and location intelligence solutions
- PMP, PgMP, SAFe, Agile, Scrum, or equivalent certifications
Pay range: $69.00 - $79.00 per hour
