Job Description

This position provides independent advanced analysis, design, development, enhancements, implementation, and support to ensure efficient and effective operation of complex software. This position acts as a subject matter expert for Oracle Commerce Cloud and the related subsystems to support the Client website, Licensee Online Ordering Portal (LOOP) and Associate Portal (AP). They also provide daily operational support for the Oracle Commerce Cloud (OCC) and extranet environments. This includes configuration of the Oracle Integration Cloud (OIC). Development of other special projects is assigned as needed.

Primary Responsibilities

  • Development within the various Oracle systems utilized by the PLCB, including the Fine Wine and Good Spirits website (FWGS.com), the Licensee Online Ordering Portal (LOOP) and Associate Portal (AP).
  • Development can be done individually or as part of a team, depending on the complexity of the project.
  • Review and analyze defects and requests from the business taken by the team.
  • Analyze existing code, plan and design solutions.
  • Develop and debug code routinely.
  • Conduct testing by the developer or team before submitting to the business for UAT (User Acceptance Testing).
  • Document work done by the incumbent within the code and in the agency's change management system.
  • Research and evaluate new products when enhancements and integration into other systems are requested or mandated, determining their viability.
  • Effectively communicate observations to a variety of staff with different technical skill levels.
  • Integrate any new systems selected into the Oracle Suite, which may require programming changes.
  • Participate in peer review of development with code changes reviewed by a second position from within the team.
  • Review code when necessary.
  • Adhere to guidelines set forth by the agency regarding Change Management.
  • Document and speak about changes to the system during reviews.
  • Make level of effort estimations for request for service or enhancements from the business.
  • Document and present estimation activity to the heads of IT and the business for prioritization.
  • Conduct testing of system changes from the team within the team for accuracy before the code is moved to the next environment.
  • Support further testing done by the business users after internal testing is complete.
  • Document defects found and take responsibility as the developer to fix and retest before progressing back to the business for additional user acceptance testing.
  • Support several nonproduction environments that are used for testing.
  • Progress the code and change through the environments.
  • Keep the environments in a clean state so as not to cause confusion, a responsibility of all developers in the PLCB.
  • Serve as a subject matter expert for the various systems owned and integrated with, in addition to development tools, processes, policies, and the code base.
  • Provide information on topics when called upon.
  • Evaluate business requests to change packaged and customized application software (ex: Oracle Commerce Cloud, Fine Wine and Good Spirits website, Licensee Online Ordering Portal, etc.).
  • Advise on functional management of the most efficient technical solution.
  • Provide status reports to the group manager including individual status, project status, performance, and training.
  • Use status reports for project management and identify progress and/or deviations from objectives.
  • Assist in the assessment of software products and make recommendations for purchase to meet organizational and Commonwealth objectives.
  • Perform assessments as a team or individually depending on the business need.
  • Serve in advanced troubleshooting, investigating, and debugging of problems and defects found in the supported systems.
  • Research problems found and log input and findings into the ticket, theorizing a solution.
  • Perform maintenance activities as needed, including updating the various systems by stopping jobs and restarting certain jobs.
  • Conduct maintenance activities typically off hours (after 5:00 PM and before 8:00 AM).
  • Perform other maintenance activities including restarting integration between the systems and system monitoring.
  • Monitor system performance and identify operational deficiencies relative to program execution.
  • Take responsibility for recommendations, implementation of solutions, and remedial actions to ensure acceptable performance.
  • Cooperate with other developers and IT staff to provide security and quality assurance measures including backup, recovery, data security, error handling, and system controls.
  • Adhere to established bureau, commonwealth and industry standards, policies and procedures including proper testing documentation in all environments, security policies and procedures applied to development, PCI (Payment Card Industry) standards, and ecommerce team standards.
  • Ensure practices are met to ensure the integrity and safety of the data and keep in compliance with the industry.
  • Assist in the establishment of standards, guidelines, and acceptable customer service levels relating to web applications for the PLCB.
  • Document design decisions, requirements, level of effort estimations and similar.
  • Develop documentation with other IT staff and the business end users.
  • Perform other related job duties as needed.
