Oracle APEX Developer

Position Overview

 

We are  seeking an experienced Oracle APEX Developer to support the planning, coordination, development, implementation, and modernization of mission-critical Vital Statistics and Vital Records applications.

 

The developer will work primarily on the Virginia Vital Events and Screening Tracking System (VVESTS), an enterprise application built using Oracle Application Express (APEX). VVESTS supports critical functions including the Birth Registry, Death Registry (EDRS), and Screening Registry, and integrates with multiple state and federal partners.

 

The ideal candidate will have strong hands-on experience with Oracle APEX, PL/SQL, Oracle Database, application security, UI development, and enterprise application modernization. Experience working with sensitive PII/PHI data and healthcare or government applications is highly desirable.
Preferred Qualifications
5+ years of experience in Oracle APEX development.
Strong hands-on experience with Oracle Database, SQL, and PL/SQL.
Experience developing and enhancing enterprise applications using Oracle APEX.
Experience with APEX security features, authentication, authorization, and access controls.
Experience integrating Oracle APEX applications with external systems using REST APIs or web services.
Experience with application modernization and legacy system enhancement.
Experience working with applications containing PII, PHI, or other sensitive data.
Knowledge of HIPAA and healthcare data security requirements.
Experience with state government, public health, healthcare, or other regulated environments is a plus.
Strong analytical, troubleshooting, communication, and documentation skills.
