CHELTENHAM TOWNSHIP

HUMAN RESOURCES MANAGER

Cheltenham Township is seeking a Human Resources Manager to coordinate the Township’s human resources functions. This is an exciting opportunity for an experienced HR professional to ensure that the Township is implementing and enforcing best practices and that the Township is continuing to attract and retain top-caliber employees.

Cheltenham is a diverse, inner-ring suburban community with over 37,000 residents that enjoys the benefits of close proximity to Philadelphia, hosting multiple business districts, two historic districts, a robust public transportation infrastructure, 25 parks and open spaces, and multiple institutes of higher education across its nine square miles. All total, the Township employs 180 full-time employees and as many as 46 part-time and 150 seasonal employees and administers a robust benefits plan. Township employees are presented by three different unions.

Therefore, an understanding and background in labor relations, risk management and benefits administration are critical components of success for this position.

The Human Resources Manager reports directly to the Township Manager and will have oversight responsibility of the following aspects of Township operations:
Development and administration of the Employee Handbook and associated personnel policies
Recruitment and background investigations
Performance management
Employee relations, investigations and discipline
FMLA and non-routine Workers Compensation, Short-Term Disability and other benefit matters
Regulatory compliance with applicable labor law (e.g.

EEO, ADA, FMLA, COBRA, etc)
Workplace safety trainings
Assistance with collective bargaining negotiations
Other related human resource administration duties, as assigned
The Human Resources Manager will also work closely with the Finance Director and Benefits Administrator to ensure that employee benefits are being properly administered. In addition, as this position will routinely meet with employees to discuss matters of a highly sensitive and personal nature, the Human Resources Manager must maintain the highest level of discretion, compassion, and professionalism at all times.

Candidates should have a bachelor’s degree in human resources, public administration, business adminstration, labor relations or a related field and a minimum of five years of progressively responsible human resources experience, with professional certifications (e.g. PHR, SHRM, ICMP-CP, etc) preferred.
(Salary $105,000 to $120,000 DOQ, plus benefits).
