Job Description
Job Title: Master Program Manager (Web Portfolio)
Location: Washington, DC
Duration: 12 Months (Extendable)
Key Responsibilities
- Establish and maintain a portfolio wide tracking system, including a RAID log, milestone schedules, and dashboard, covering all active web team projects.
- Run a recurring status reporting cadence to agency leadership across the full portfolio.
- Partner with agency subject matter experts to define project requirements and scope, including for initiatives that may require external vendor support.
- Advise on vendor and contractor scoping and deliverables, drawing on familiarity with statement of work structure and government IT procurement norms.
- Track risks, issues, dependencies, and action items across projects, escalating to agency leadership as needed.
- Report on project status, milestones, and delivery readiness across the portfolio, with the dc.gov relaunch as the flagship initiative.
Requirements
Required Qualifications
- Program and project management with multi project portfolio oversight, including establishing PM tooling, reporting cadence, and prioritization across competing initiatives. Required, 11 years.
- Requirements gathering and project scoping working directly with subject matter experts, with demonstrated ability to translate technical and business requirements into actionable project scope. Required, 8 years.
- Stakeholder management in a multi agency government or enterprise environment. Required, 10 years.
- Drupal CMS content migration and administration, including large scale website or CMS transition and migration projects. Required, 6 years.
- Bachelor's degree in Information Technology or a related field, or equivalent experience. Required.
- Candidate must qualify for a Master level role. Required, 16 years of total experience.
- Strong communication, organizational, and stakeholder management skills.
Preferred Qualifications
- Quality assurance and content auditing. Highly desired, 11 years.
- Website launch planning and change management. Highly desired, 8 years.
- Government contract and vendor scoping support, including statements of work, deliverables, and acceptance criteria. Highly desired, 5 years.
- AI and machine learning project delivery experience, including familiarity with AI and ML delivery timelines and dependencies, given active AI integration work within the portfolio. Desired, 3 years.
- PMP certification.
- Prior experience supporting District of Columbia government or comparable public sector clients.
Work Authorization
