Position: Oracle PPM Federal Grants Consultant
Location: Remote – USA
Type: Contract

We are looking for an experienced Oracle PPM Federal Grants / Federal Projects Consultant with strong hands-on experience in Oracle PPM, Federal Financials, federal project accounting, grants, appropriations, reimbursable projects, and G-Invoicing.

The client has recently acquired a new company and is looking for a consultant who can support the migration of project and financial data from SAP/Microsoft legacy systems into Oracle, while also supporting federal project accounting and integration requirements.

Key Responsibilities

• Lead/support Oracle PPM Federal Projects and Grants implementation and configuration.
• Manage requirements related to federal projects, appropriations, reimbursable orders, and fund balances.
• Support advance payment tracking against reimbursable orders.
• Manage funds consumption and reconciliation between invoicing and appropriations.
• Integrate project budgets and revenue with Oracle Federal Financials and General Ledger.
• Support Subledger Accounting (SLA) and federal accounting processes.
• Support ACRN (Accounting Classification Reference Number) requirements.
• Implement/support G-Invoicing and Intragovernmental Transactions (IGT).
• Ensure federal billing and accounting processes support FAR and federal compliance requirements.
• Lead/support migration of data from SAP and Microsoft/legacy systems into Oracle.
• Perform data mapping, transformation, conversion, reconciliation, and validation.
• Work with technical teams on data extraction, interfaces, and Oracle data loading.
• Support functional testing, integration testing, UAT, and post-migration validation.
• Collaborate with federal/business stakeholders to gather requirements and develop Oracle solutions.

Required Skills

• Strong hands-on experience with Oracle PPM / Project Financial Management.
• Experience with Oracle Federal Financials / Federal Projects.
• U.S. Federal Government project/accounting experience is required.
• Strong knowledge of federal grants, appropriations, reimbursable projects, and fund balances.
• Experience with ACRN and federal funding structures.
• Hands-on experience with G-Invoicing / Intragovernmental Transactions (IGT).
• Knowledge of FAR and federal accounting/compliance requirements.
• Strong experience with Oracle SLA and GL integration.
• Experience with federal project billing, revenue, funding, and funds control.
• Strong data migration/data conversion experience.
• Experience migrating data from SAP and/or Microsoft-based legacy systems to Oracle.
• Strong data mapping, transformation, reconciliation, and validation skills.
• Excellent communication and stakeholder-management skills.
