Technical Program Manager – Digital Enrollment

Position Summary

We are seeking an experienced Technical Program Manager to lead cross-functional delivery of a customer-facing digital enrollment platform for small and midsized business customers.

The role will align business objectives, customer experience, product, architecture, engineering, data, compliance, operations, and go-to-market teams. The ideal candidate will create delivery clarity, maintain Azure DevOps as the trusted system of record, manage dependencies, and drive committed scope through launch and post-production stabilization.

Key Responsibilities

  • Own the integrated program plan across discovery, requirements, design, architecture, development, integration, testing, launch readiness, and stabilization.
  • Translate strategic objectives into milestones, release plans, sprint goals, decision points, and measurable outcomes.
  • Administer Azure DevOps Boards, including epics, features, PBIs, user stories, tasks, defects, dependencies, technical debt, risks, and release scope.
  • Establish standards for backlog structure, ownership, estimates, priorities, acceptance criteria, status, and Definition of Done.
  • Facilitate requirements workshops and convert business needs, customer journeys, UX designs, regulatory requirements, and operating processes into sprint-ready backlog items.
  • Maintain traceability from business objectives through requirements, features, testing evidence, and release outcomes.
  • Coordinate product, UX, engineering, architecture, data, security, privacy, compliance, marketing, sales, operations, QA, DevOps, and vendor teams.
  • Maintain RAID logs, dependency maps, decision logs, change-control records, and escalation plans.
  • Identify critical-path risks and dependencies early, assign owners and deadlines, and drive mitigation or recovery actions.
  • Lead backlog refinement, sprint planning, daily coordination, demonstrations, retrospectives, release-readiness reviews, and go-live checkpoints.
  • Monitor velocity, blocked work, defects, rollover, scope changes, and overall program health.
  • Provide concise status reporting for delivery teams, business leaders, and executive stakeholders.
  • Ensure functional, integration, performance, security, privacy, compliance, analytics, monitoring, and operational-readiness requirements are completed before launch.
  • Coordinate go-live, stakeholder approvals, production support, hypercare, and post-launch improvement activities.
  • Track adoption, conversion, abandonment, completion time, submission success and failure, customer-support contacts, volume, margin, and other approved KPIs.

Required Qualifications

  • Bachelor’s degree in Computer Science, Information Systems, Engineering, Business, or a related field, or equivalent practical experience.
  • 7+ years of experience in technical program management, technology delivery, product delivery, or a similar cross-functional role.
  • Proven experience delivering customer-facing web applications, digital commerce solutions, or enrollment journeys.
  • Experience coordinating front-end, back-end, API, data, and enterprise-system integrations.
  • Strong hands-on experience with Azure DevOps Boards and Agile delivery practices.
  • Expertise in backlog management, refinement, sprint planning, release planning, estimation, acceptance criteria, and Definition of Done.
  • Ability to convert ambiguous business needs into structured technical requirements and delivery plans.
  • Proven success managing multiple teams, vendors, risks, and dependencies against fixed deadlines.
  • Excellent facilitation, executive communication, documentation, negotiation, problem-solving, and decision-making skills.

Preferred Qualifications

  • Experience in energy, utilities, retail energy, SMB or commercial sales, regulated customer journeys, or digital enrollment.
  • Experience with CRM, billing, pricing, identity, marketing automation, customer data, analytics, or cloud platforms.
  • Understanding of system architecture, API integrations, environment management, observability, data privacy, PII controls, and release governance.
  • Experience with UX research, wireframes, analytics instrumentation, conversion funnels, A/B testing, and post-launch optimization.
  • PMP, PgMP, PMI-ACP, SAFe, Certified Scrum Professional, or a comparable certification.

Key Deliverables

  • Integrated roadmap, milestone plan, critical path, release schedule, and launch-readiness gates.
  • Well-maintained Azure DevOps backlog with complete ownership, prioritization, acceptance criteria, and traceability.
  • Business-to-technical requirements mapping and documented scope boundaries.
  • RAID log, dependency map, decision log, change-control record, and escalation plan.
  • Sprint, release, and executive status reporting.
  • End-to-end testing and operational-readiness plan.
  • Go-live checklist, stakeholder sign-offs, support model, hypercare plan, and lessons-learned summary.

Measures of Success

  • Delivery milestones and strict timeline commitments are achieved.
  • Backlog items remain sprint-ready, traceable, prioritized, and clearly owned.
  • Risks, dependencies, and decisions have owners, deadlines, and escalation paths.
  • Business and technical teams remain aligned on scope and release readiness.
  • Releases meet agreed quality, security, compliance, and operational standards.
  • Post-launch results demonstrate adoption, funnel performance, operational stability, and progress toward business objectives.
