Job Title: Quality Assurance Manager
Job Location: Tallahassee, FL (on-site)
Job Duration: Contract through June + extension
Job Tasks and Activities:

• Develop, maintain, and oversee the project's Quality Management Plan, ensuring alignment with agency standards and contractual requirements.


• Establish quality assurance processes, procedures, and acceptance criteria for all project deliverables.


• Monitor project activities to confirm adherence to approved processes, standards, and methodologies.


• Conduct independent quality reviews, audits, and assessments of project documentation, work products, and deliverables.


• Validate that project deliverables meet defined quality specifications, functional requirements, and regulatory compliance standards.


• Track, log, and report quality findings, nonconformities, and process gaps, ensuring they are communicated clearly to the Project Manager.


• Collaborate with the Project Manager to ensure corrective actions are identified, documented, implemented, and verified.


• Provide oversight and validation of testing activities, including test planning, test execution, defect management, and acceptance criteria.


• Review and confirm that Quality Assurance activities are integrated into the project schedule and managed throughout the lifecycle.


• Ensure compliance with all applicable agency policies, statewide technology standards, and regulatory requirements.


• Participate in risk and issue identification, ensuring quality related risks are documented and addressed.


• Support the Project Manager in governance activities by providing quality related reports, metrics, and risk indicators.


• Confirm that staff augmentation or vendor produced deliverables comply with quality standards and contractual obligations.


• Coordinate with partner agencies to ensure quality requirements are understood, validated, and consistently applied across interagency components Provide quality focused input during change control reviews, including impact assessments for scope, requirements, and schedule changes.


• Verify readiness for acceptance and implementation by ensuring all quality gates and checkpoints have been completed.


• Support project closeout by conducting final quality reviews, confirming that lessons learned are documented, and validating that deliverables meet all required standards for operational transition.

Required Experience:
A minimum of 7 years of systems development and business experience

• Knowledge of advanced management principles and practices, methods of data collection and analysis.


• Proven communication skills, both orally and in writing, with technical and non-technical staff, and all levels of management.


• Skilled with Microsoft Visio, SharePoint, the Microsoft 365 Office Suite, and familiar with business analysis tools.


• Skilled in providing technical expertise and direction for the development of complex software projects.


• Must possess strong analytical and problem-solving skills.


• Ability to elicit requirements using interviews, document analysis, requirements workshops, surveys, and site visits.


• Ability to map business processes, use cases, tasks, and workflows.


• Ability to establish and maintain effective working relationships with others.


• Ability to work independently and in a team to meet deadlines.


• Ability to plan, organize, and coordinate multiple projects and work assignments.


• Ability to organize data into logical formats for presentation in reports, documents, and other written materials.


• Ability to conduct fact finding research.


• Ability to collect, evaluate, and analyze data to develop alternative recommendations, solve problems, document workflows, and other activities relating to the continuous improvement of processes.


• Goal oriented, action focused, pragmatic, and self-disciplined.
