Job Description

Aptask Global Workforce (AGW) is seeking a Senior Vice President, Engineering for a full-time position with a Major Utility Company located in San Juan, PR.

Location: San Juan, Puerto Rico
Work Arrangement: 100% Onsite
Relocation Required: Candidates must be willing to relocate to San Juan, Puerto Rico. This position requires working onsite in San Juan and is not eligible for remote or hybrid work.

This executive role will serve as the enterprise's chief technical authority for the transmission and distribution system. As a member of the senior executive leadership team, this leader will own the full engineering lifecycle-from system planning and asset engineering through design delivery and new customer integration-ensuring every technical decision supports safe, reliable, and resilient grid performance. This leader will provide the engineering foundation for Operations & Maintenance (O&M), Capital Programs, and Grid Modernization workstreams.

Responsibilities:
  • Serve as the final engineering authority for transmission and distribution, with accountability for the technical integrity of every design, standard, and system decision across the enterprise
  • Consolidate all engineering groups across the organization, irrespective of where they report today, and lead the transition so that engineering accountability and standards sit in one place
  • Contribute as a member of the senior executive leadership team to enterprise strategy, capital allocation, risk management, and organizational performance
  • Provide the engineering designs, technical standards, and specifications that enable safe execution of O&M and capital programs
  • Deliver construction-ready, design-complete project packages to the project delivery teams at the volume and cadence the capital plan requires
  • Lead system planning to ensure the grid can reliably meet present and future load, reliability, and resiliency requirements
  • Enable modernization through advanced technology engineering, protection systems, and distributed energy resource (DER) integration
  • Ensure all engineering work meets regulatory, safety, and federal compliance requirements
  • Build, develop, and retain the engineering talent required to sustain the mission, including succession depth in every critical technical discipline

Requirements:
  • Bachelor's degree in Electrical Engineering or a closely related engineering discipline
  • Minimum 18 years of progressive engineering leadership experience in a transmission and/or distribution utility
  • At least 8 years at the Vice President level or above with accountability for multiple engineering functions
  • Demonstrated experience leading a large-scale engineering organization with accountability for the function's operating budget and workforce plan
  • Deep technical expertise across T&D system planning, design engineering, asset engineering, and protection & control
  • Demonstrated experience providing engineering support for capital programs, O&M organizations, and federally funded projects in a regulated utility environment
  • Proven track record delivering design-ready capital project packages at scale in support of a multi-billion-dollar capital portfolio
  • Demonstrated experience building or consolidating an engineering function
  • Experience serving on a senior executive leadership team
  • Experience representing an organization's technical position before regulators, boards, funding agencies, or public stakeholders
  • Strong knowledge of applicable engineering standards and codes: NERC, IEEE, NEC, NESC, and utility regulatory requirements
  • Professional Engineer (PE) license required; must hold an active Puerto Rico PE license at the time of hire, or obtain one within 12 months of assuming the role

Desired skills:
  • Master's degree or MBA preferred
  • Bilingual (English and Spanish)
  • Experience with grid modernization technologies - AMI, distribution automation, SCADA, DER integration, and Volt/VAR optimization
  • Experience supporting federally grant-funded capital programs
  • Knowledge of asset management frameworks (ISO 55001 / IAM) and experience integrating engineering functions with asset management organizations
  • Experience with post-disaster grid recovery and reconstruction engineering in a high-risk environment
  • Graduate-level certification or coursework in power systems, asset management, or utility engineering leadership
