Job description

Utility Manager

Utility Coordination | Utility Protection | Infrastructure Risk Management

Location: Project-Based (Wisconsin, Missouri, Wyoming, Texas, and future project locations)
Employment Type: Full-Time
Work Environment: Primarily Site-Based (Long-Term Project Assignments)

Protect Critical Infrastructure and Keep Construction Moving

Hyperscale data center construction often occurs on sites containing existing gas, electric, fiber, telecommunications, water, sewer, stormwater, and other critical utility infrastructure. Successful project execution requires proactive planning, utility coordination, permit management, conflict resolution, and risk mitigation to ensure construction activities proceed safely without disrupting essential services.

As a Utility Manager, you will serve as the primary utility coordination leader supporting major hyperscale data center and mission-critical infrastructure projects. You will work closely with utility owners, engineers, construction teams, permitting agencies, subcontractors, survey teams, and project leadership to identify conflicts, coordinate access, manage risks, and support utility-related construction activities throughout the project lifecycle.

Your efforts will help protect existing infrastructure, support project schedules, and ensure complex site-development and construction operations can proceed safely and efficiently.

About Michels Infrastructure Solutions

Michels Infrastructure Solutions (MIS) brings together the full capabilities of the Michels Family of Companies under a Super General Contractor (Super GC) model, providing mission-critical owners and developers with a single point of accountability for every phase of project execution.

By combining self-performed specialty design, construction, and commissioning services, MIS delivers large-scale, multidisciplinary projects with greater control over safety, quality, schedule, and cost.

MIS specializes in the delivery of hyperscale data centers and mission-critical facilities, leveraging expertise across mass grading and site development, wet and dry utilities, fiber and telecommunications infrastructure, ground improvement, deep foundations, structural concrete, power infrastructure, and commissioning. Our integrated delivery approach enables customers to partner with a single-source team capable of executing some of North America's most complex and demanding infrastructure projects.

Position Overview

As a Utility Manager, you will lead utility coordination efforts supporting large-scale hyperscale data center and mission-critical infrastructure projects.

During the early phases of project development, your primary focus will be supporting utility investigations, utility-conflict identification, utility-owner coordination, permit acquisition, utility relocation planning, utility-protection programs, and construction sequencing associated with large-scale greenfield site development activities.

You will be responsible for maintaining visibility into existing and proposed utility infrastructure while helping project teams safely navigate utility conflicts involving gas, electric, telecommunications, fiber, water, sewer, stormwater, and other critical utility systems.

This role serves as a vital connection between engineering, construction, utility companies, permitting agencies, survey personnel, subcontractors, customers, and project leadership.

Success requires strong communication skills, technical understanding of utility systems, stakeholder management capabilities, and the ability to proactively identify and resolve issues before they impact project execution.

Key Responsibilities

  • Lead utility coordination efforts throughout all phases of project execution.
  • Serve as the primary point of contact for utility-related planning, communication, and conflict resolution activities.
  • Identify, track, and mitigate utility conflicts that may impact construction operations.
  • Coordinate activities with utility owners, municipalities, permitting agencies, engineers, survey teams, and construction personnel.
  • Support utility permitting, utility-protection planning, utility-access requirements, and utility-relocation activities.
  • Develop strategies to safely maintain construction access and productivity around sensitive utility infrastructure.
  • Maintain visibility into existing utility systems and project impacts throughout changing construction phases.
  • Monitor utility-related project risks and proactively communicate concerns to project leadership.
  • Promote safe excavation and construction practices around existing utilities.

What You'll Do

  • Coordinate with utility owners regarding existing and proposed infrastructure within active project areas.
  • Support planning efforts involving natural gas transmission and distribution systems, electric transmission and distribution facilities, telecommunications systems, fiber networks, water systems, sanitary sewer systems, stormwater infrastructure, and other underground utilities.
  • Lead utility-conflict identification and develop mitigation strategies supporting project execution and schedule objectives.
  • Coordinate utility relocations, protection measures, crossings, tie-ins, abandonments, and new utility installations.
  • Ensure utility locates are completed, documented, maintained, updated, and effectively communicated to field operations.
  • Coordinate required permits, approvals, notifications, right-of-entry requirements, shutdown requests, and utility documentation.
  • Work closely with project teams to maintain safe access near utility corridors and sensitive infrastructure.
  • Support utility-owner meetings, permitting discussions, design reviews, and construction-planning activities.
  • Maintain utility tracking logs, conflict matrices, permit records, utility schedules, and coordination documentation.
  • Participate in site walks, utility-coordination meetings, preconstruction planning sessions, and project-execution reviews.
  • Support field operations with utility issue resolution and utility-related construction challenges.
  • Assist with utility investigations, potholing programs, record-validation efforts, utility mapping, and documentation reviews.
  • Coordinate utility activities supporting major earthwork, grading, excavation, utility installation, roadway construction, structural concrete work, and power-infrastructure development.
  • Provide support during project startup, active construction, commissioning readiness efforts, and project closeout activities.
