Position Overview:
PM2CM is seeking an experienced Contract Administrator – IT Purchasing Specialist to lead and manage IT procurement activities . This role combines strategic sourcing, contract negotiation, compliance oversight, and stakeholder coordination to support efficient, transparent, and legally compliant procurement outcomes. The ideal candidate will be solutions-oriented, communicative, highly organized, and experienced with public sector contracting and technology purchases.
Key Responsibilities:
- Plan and execute procurement strategies for a broad range of IT products and services.
- Lead the full procurement lifecycle from needs assessment and solicitation development through contract award, compliance checks, purchase order issuance, and contract close-out.
- Provide strategic recommendations on sourcing approaches, supplier selection, cost savings opportunities, and industry best practices.
- Ensure procurement compliance with California Public Contract Code, District policies, and all applicable legal and regulatory requirements.
- Serve as a primary liaison with internal stakeholders (e.g., project managers, finance, legal) and external partners (vendors, cooperative purchasing organizations, public agencies) to facilitate procurement activities.
- Monitor contract performance, track IT purchasing metrics, and generate regular status and compliance reports.
- Maintain accurate data within SAP (ERP), PMIS (Proliance / Trimble Unity Construct), and other internal systems.
- Maximize utilization of cooperative and partner contracts (e.g., FCCC, DGS) to achieve efficiency and cost advantages.
- Perform additional duties as assigned by the Director of Contracts.
7+ years of relevant procurement, contract administration, or purchasing experience, preferably with public sector and IT procurement.
Bachelor’s degree in Business, Public Administration, Supply Chain Management, or related field (or equivalent additional experience).
Thorough knowledge of California public procurement laws and regulations.
Understanding of software licensing models (SaaS, subscription, perpetual) and technology procurement considerations.
Proficiency with Microsoft Office (especially Excel), SAP, and data tracking/reporting tools such as Adobe Acrobat; experience with PMIS systems strongly preferred.
Excellent communication skills (written and verbal) and ability to collaborate across multidisciplinary teams.
Strong organizational skills with the ability to prioritize and manage competing deadlines.
Demonstrated professionalism, discretion, and integrity in handling sensitive contracts and negotiations.
Preferred Qualifications:
Experience working with large bond programs, educational institutions, or public agencies.
Certifications such as CPPB, CPPO, or CPCM.
