Location: Austin, TX – Hybrid
Duration: 12+ Months

Job Description

We are seeking an experienced PMO Director to lead the evolution of an enterprise IT Project Management Office and strengthen project delivery capabilities, governance, portfolio management, and organizational performance.

The ideal candidate will be a transformational PMO leader with demonstrated experience assessing, developing, and improving enterprise PMO capabilities within large, complex organizations. This role will focus on establishing the PMO as a strategic business partner that provides effective delivery governance, organizational accountability, strategic alignment, and measurable business value.

Key Responsibilities

  • Assess existing PMO capabilities, organizational relationships, delivery practices, governance, and opportunities for improvement.
  • Develop and implement a practical PMO transformation and improvement strategy aligned with business and IT priorities.
  • Establish sustainable PMO standards, methodologies, governance frameworks, and performance measures.
  • Evolve the PMO from a primarily administrative/support function into a strategic partner for project and portfolio delivery.
  • Build trusted relationships with IT leadership, business stakeholders, project sponsors, and delivery teams.
  • Lead, mentor, and develop project managers while establishing clear performance expectations and accountability.
  • Drive collaboration, transparency, innovation, and continuous improvement across the organization.
  • Establish scalable project management methodologies supporting Agile, Waterfall, and Hybrid delivery models.
  • Strengthen project initiation, planning, execution, risk management, issue management, and executive reporting.
  • Develop effective governance and oversight practices to identify delivery challenges early and support corrective action.
  • Improve visibility into the IT project portfolio, including priorities, resource requirements, dependencies, risks, and delivery status.
  • Support leadership with project prioritization, resource allocation, portfolio planning, and investment decisions.
  • Identify systemic project delivery challenges and implement sustainable organizational improvements.
  • Establish consistent metrics for project health, delivery performance, and business outcomes.
  • Lead organizational change through effective communication, stakeholder engagement, and consensus-building.

Required Qualifications

  • Significant experience leading or transforming an enterprise IT PMO within a large and complex organization.
  • Demonstrated experience developing or improving PMO governance, methodologies, delivery standards, and organizational capabilities.
  • Strong leadership, interpersonal, executive communication, and stakeholder management skills.
  • Proven ability to influence organizational change and improve project delivery performance.
  • Experience managing, mentoring, and developing project management teams.
  • Strong working knowledge of Agile, Waterfall, and Hybrid project delivery methodologies.
  • Experience with strategic planning, organizational assessment, problem-solving, governance, and portfolio management.
  • Ability to balance structured governance and organizational standards with practical and flexible delivery approaches.

Preferred Qualifications

  • Experience establishing or transforming a PMO within a Texas State Agency or similarly complex public-sector organization.
  • Experience implementing enterprise PMO improvement initiatives involving governance, portfolio management, and organizational change.
  • Experience overseeing complex IT modernization initiatives involving multiple vendors, business stakeholders, and delivery teams.
  • PMP certification preferred but not required.
  • Experience working in large enterprise or government environments is highly desirable.
