Overview

We are seeking a Senior Java Developer to analyze, modernize, and support complex enterprise applications within an Integrated Eligibility System environment. This role will focus on full-stack development, source code analysis, technical documentation, data mapping, and application modernization while collaborating with technical teams and project stakeholders.

Duties

• Analyze existing source code and applications to produce technical documentation, business process flows, system flows, and business rules.
• Review application logic and determine appropriate programming sequences and workflows.
• Prepare workflow charts, diagrams, and other technical artifacts based on source code and system behavior.
• Develop and maintain full-stack enterprise applications using modern object-oriented programming languages and frameworks.
• Produce data mappings and technical specifications related to application data structures.
• Develop work products and technical deliverables in alignment with business requirements and project plans.
• Analyze, troubleshoot, and resolve application and database issues.
• Collaborate with developers, architects, analysts, and other project stakeholders.
• Follow established project timelines, priorities, architecture standards, and development practices.
• Perform other programming, development, and analysis duties as assigned.

Mandatory Qualifications

• 7+ years of experience working on complex projects, including 2+ years of experience in a leadership role as a Developer.
• 15+ years of experience implementing a variety of technologies and frameworks to achieve project goals and adapting to new tools as needed.
• 15+ years of hands-on full-stack development experience using J2EE, Spring Boot, Java, C#, .NET Framework, .NET Core, or comparable modern object-oriented programming technologies.
• 15+ years of experience developing web services, database applications, and/or web applications.
• 3+ years of experience working within an Integrated Eligibility System program across multiple workstreams, including Fair Hearings, in a Health and Human Services environment.
• Experience analyzing existing source code and applications to document system functionality, business processes, workflows, and business rules.
• Experience developing workflow diagrams and technical documentation based on application logic and source code.
• Experience producing data mappings and technical specifications related to data structures.
• Experience delivering technical artifacts in alignment with business requirements and project plans.
• Strong analytical, troubleshooting, and problem-solving skills.
• Strong written and verbal communication skills.
• Associate’s degree or combination of experience and education.

Desirable Qualifications

• 10+ years of experience analyzing and debugging SQL queries and stored procedures, including PL/SQL, and working with relational databases such as SQL Server, Oracle, or MySQL.
• 5+ years of experience developing web applications using JavaScript or TypeScript frameworks such as jQuery, AngularJS, ReactJS, or Node.js.
• 5+ years of experience developing, building, and testing Java EE applications using modern integrated development environments.
• 5+ years of experience developing applications using .NET Core, .NET 6, and/or .NET 8.
• 5+ years of experience developing responsive web applications using DevSecOps tools and processes such as Azure DevOps, Git, and SonarQube, including Continuous Integration and Continuous Delivery practices.
• 5+ years of experience performing database operations, optimization, and maintenance using Oracle and SQL Server.
• Experience with Test-Driven Development and automated testing or unit testing frameworks.
