·         Identify and quantify workflow improvements, including appropriate generative and agentic AI opportunities and human review points.

·         Create standards-conformant BPMN 2.0 and/or CNCF JSON Serverless Workflow models, including pools, lanes, gateways, exceptions, and DMN decision tables where applicable.

Required Candidate Capabilities

·         Senior-level business analysis and requirements-engineering experience for complex data, workflow, web, or application-modernization efforts.

·         Hands-on experience creating BPMN 2.0 process models and conducting value-stream or process-improvement analysis.

·         Experience producing PRDs, functional specifications, traceability matrices, acceptance criteria, and structured requirements exports.

·         Strong facilitation, stakeholder interviewing, analytical writing, and conflict-resolution skills.

·         Ability to translate regulatory, scientific, and operational needs into unambiguous implementation-ready specifications.

Preferred Qualifications

·         Bachelor's degree or higher in business analysis, information systems, computer science, operations, public policy, or a related field.

·         CBAP, CCBA, PMI-PBA, Lean Six Sigma, BPMN, or comparable certification.

·         Experience with permitting, case management, SharePoint, knowledge management, federal programs, or scientific workflows.

·         Working knowledge of APIs, OpenAPI, PostgreSQL data modeling, DynamoDB access patterns, RJSF, agentic coding, Section 508, and federal security/privacy controls.
