Municipal Finance and Caselle Review Specialist

ERP Business Process Review and Caselle System Evaluation

• client is seeking a municipal finance consultant to review a municipality’s hosted Caselle system. You must understand public-sector finance and be able to distinguish software limitations from problems with configuration, data, or business processes.

• Review financial processes with municipal staff, including the chart of accounts and funds, budgeting, purchasing, payables, receivables, cash receipts, bank reconciliation, grants, fixed assets, period close, and audit reporting. Confirm which licensed Payroll and Payroll HR functions are actually in use.
• Follow representative transactions and reports through Caselle. Examine approval rules, user access, financial controls, interfaces, and data quality. Document manual workarounds and distinguish configuration, reporting, training, integration, and product limitations.
• Work with department owners to define requirements and judge Caselle against them. Review at least three municipal-approved alternative ERP systems suitable for comparable California public agencies. Identify material gaps and practical tradeoffs, not just differences in feature lists.
• Develop comparable five- and ten-year cost estimates for all four systems. Record assumptions for implementation, subscriptions, support, upgrades, interfaces, conversion, training, and ongoing administration, and identify vendor estimates that still need confirmation.
• Recommend immediate Caselle improvements with clear priorities, estimated costs, and instructions for the people making the changes. Once the municipality approves the work in writing, coordinate with Caselle and authorized municipal staff, check results through reconciliations and representative transactions, and support staff training.
• Contribute to the written recommendation on retaining, optimizing, reconfiguring, replacing, or phasing out Caselle. Explain the financial-control implications, reporting needs, and replacement readiness issues in language the municipality leadership can use to make a decision.

What you bring

• Hands-on municipal accounting and ERP experience, including fund accounting, close and reconciliation work, internal controls, and management or audit reporting. You can explain needed changes clearly to staff.
• Direct Caselle experience is strongly preferred. Substantial comparable municipal ERP assessment and optimization experience will also be considered. Describe the modules you worked with and your own

Responsibilities.

• Experience assessing system options, challenging vendor assumptions, estimating lifecycle costs, and validating system changes. CPA, CGFM, or comparable public-finance qualifications are helpful; relevant practical experience is essential.
• Assignment boundaries and availability
• The consultant leads assessment, specifications, coordination, and validation; this is not a role making direct backend changes in live Caselle. Network and security plan documentation is outside the assignment. Wastewater billing is not currently used in Caselle, so do not assume a utility billing implementation is part of the work.
• This part-time opportunity is contingent on award and staffing approval, over an anticipated one-year schedule with dates to be confirmed. Remote work must be performed within the continental United States. Three on-site visits are planned across the project team; attendance and travel terms will be agreed before engagement.
