Knowledge Management Program & Governance Specialist

Contract Duration: 12 months
Location: Spring, Texas

Job Overview

We are looking for a hands-on Knowledge Management Program & Governance Specialist to help implement and sustain the PDSS knowledge management operating model.

Key Responsibilities

Coordinate the delivery of the KM roadmap across content governance, operating-model implementation, enterprise KM tooling, migration, adoption, and ongoing sustainment.
Translate KM strategy into actionable features, backlogs, milestones, requirements, acceptance criteria, dependencies, and implementation plans.
Provide functional direction and priorities to SharePoint operational support, developers, UX resources, change-management partners, and vendors.
Define and maintain standards for living knowledge, curated entry points, and controlled documents.
Establish practical governance for content ownership, review cycles, lifecycle status, metadata, permissions, archiving, and duplicate or conflicting content.
Coordinate the Bloomfire proof of concept or implementation of the selected enterprise KM platform, including use-case definition, content preparation, governance, testing, and rollout.
Lead content inventory and triage activities to determine what should be retained, migrated, converted, linked, improved, or retired.
Define information architecture, taxonomy, navigation, templates, and content patterns that improve findability and usability.
Ensure content intended to support AI solutions has a clear owner, authoritative source, audience, lifecycle status, permissions, review date, and appropriate metadata.
Coordinate requirements for SharePoint review and approval automation while technical resources perform the configuration and development.
Develop and maintain KM guidance, training materials, communications, office hours, and adoption support.
Relaunch and sustain the KM Champions network with clear roles, expectations, and escalation paths.
Partner with enterprise IT KM teams to apply central standards while adapting implementation to PDSS business needs.
Maintain program-level reporting on roadmap progress, risks, decisions, content health, adoption, and measurable outcomes.
Establish a sustainable operating and handoff model so KM practices continue after initial implementation.

Required Qualifications

Demonstrated experience in enterprise knowledge management, content governance, information management, or a related discipline.
Experience translating a KM strategy or operating model into practical processes, standards, roadmaps, and implementation activities.
Strong understanding of information architecture, taxonomy, metadata, content lifecycle management, ownership, permissions, and review processes.
Experience working with SharePoint and enterprise knowledge-base or collaboration platforms.
Strong program coordination and stakeholder-facilitation skills across business, technical, vendor, and leadership teams.
Ability to create clear requirements, priorities, governance materials, training content, and executive-level progress reporting.
Strong written and verbal communication skills, with the ability to simplify complex concepts for different audiences.
Ability to work independently, resolve ambiguity, and move work from strategy through implementation and adoption.

Preferred Qualifications

Experience implementing or governing Bloomfire, Shelf, ServiceNow Knowledge Management, or a similar enterprise KM platform.
Experience supporting AI-enabled enterprise search, retrieval-augmented generation, or knowledge-content readiness.
Familiarity with Microsoft 365, Power Automate, Azure DevOps, and Agile delivery practices.
Experience leading content migrations, portal redesigns, or enterprise knowledge transformation initiatives.
Experience building and sustaining champion, curator, or content-owner communities.
Experience working in a large, global organization with federated ownership and enterprise governance.
Ideal Candidate

The ideal candidate operates comfortably between strategy and execution. They can coordinate a complex roadmap while also creating governance standards, facilitating decisions, defining requirements, reviewing content structures, developing training, and driving adoption.

They should be capable of providing direction to SharePoint operational and development resources without needing to personally perform deep SharePoint administration or software development.
