Human Resources Manager
Position Summary
Panther Creek Mining, LLC is seeking an experienced and strategic
Human Resources Manager to lead all human resources functions for its mining complex in Powellton, West Virginia.

This position serves as a key member of the site leadership team and is responsible for developing, implementing, and managing human resources programs that support operational excellence, workforce engagement, regulatory compliance, talent acquisition, employee development, compensation and benefits administration, labor and employee relations, and organizational effectiveness.

The Human Resources Manager partners closely with operational leaders to promote a positive workplace culture, maintain a productive and engaged workforce, and ensure compliance with all federal, state, and local employment laws and company policies. The successful candidate will bring a hands-on approach to HR leadership while supporting the unique challenges and opportunities associated with a mining and industrial workforce.

Essential Duties and Responsibilities
Strategic Human Resources Leadership
Serve as the primary HR leader and trusted advisor to site management and employees. Partner with operations leadership to align workforce strategies with business objectives. Develop and implement HR initiatives that support employee engagement, retention, productivity, and organizational performance. Employee Relations and Workforce Engagement
Foster a positive work environment through proactive employee relations efforts.

Investigate employee concerns, complaints, and workplace issues in a fair, confidential, and timely manner. Provide coaching and guidance to supervisors and managers on performance management, employee communications, conflict resolution, and policy interpretation. Support employee engagement, action planning, and workforce communication initiatives. Promote a culture of accountability, continuous improvement, and career growth. Assist leadership with organizational change management and workforce transitions.

Recruitment and Talent Acquisition
Manage full-cycle recruiting for hourly, salaried, professional, and supervisory positions. Coordinate interviews, candidate evaluations, background checks, pre-employment screenings, and onboarding activities. Monitor staffing levels and develop workforce planning strategies to meet operational needs. Benefits, Payroll and HR Administration
Administer employee benefits programs and serve as the primary point of contact for employee benefit inquiries. Coordinate annual open enrollment activities and benefit education initiatives.

Manage the site's payroll and timekeeping processes to ensure accurate and timely employee compensation. Audit payroll and timekeeping records, resolve discrepancies, and ensure compliance with company policies and applicable wage and hour laws. Partner with operational leaders to maintain accurate attendance, scheduling, overtime, and pay-related records. Maintain accurate employee records and HR systems while ensuring data integrity and confidentiality. Compliance and Risk Management
Ensure compliance with federal, state, and local employment laws and regulations.

Maintain knowledge of applicable labor and employment laws including FMLA, ADA, PWFA, ADEA, FLSA, COBRA, USERRA, EEO, and workers' compensation requirements. Manage unemployment claims, workers' compensation administration, and leave management processes. Conduct internal audits of HR practices and records to ensure compliance and consistency. Assist with agency inquiries, audits, investigations, and reporting requirements. Safety and Operational Partnership
Support the company's commitment to employee safety and regulatory compliance.

Partner with operations and safety leadership to promote a culture focused on safety, accountability, and employee well-being. Participate in safety meetings, investigations, and return-to-work programs as applicable. Other Duties

Technical and Analytical Skills
Proficiency with Microsoft Office applications, particularly Excel, Word, Outlook, TEAMS and PowerPoint. Experience utilizing Human Resource Information Systems (HRIS), applicant tracking systems, and workforce analytics programs. Ability to analyze data, prepare reports, and make data-driven recommendations. Personal Attributes

Education and Experience
Required
Bachelor's degree in Human Resources, Business Administration, Industrial Relations, Organizational Leadership, or a related field; equivalent experience may be considered. Minimum of five (5) years of progressive human resources experience, with increasing levels of responsibility. Working knowledge of employment laws and HR best practices. Preferred
Human Resources experience within the mining, manufacturing, industrial, energy, construction, or heavy equipment industries. Professional HR certification such as SHRM-CP, SHRM-SCP, PHR, or SPHR.

Experience supporting multi-site operations or a workforce comprised of both hourly and salaried employees. Experience with the UKG suite of HRIS products. Physical and Work Environment Requirements
Work is performed in both office and mining operational environments. Regular visits to mine sites, preparation plants, shops, and other operational locations are required. Must be able to occasionally walk on uneven terrain and wear required personal protective equipment (PPE). Ability to travel periodically between company locations and attend training or business meetings as required.
