Job description

About eHealth and our Culture

eHealth Saskatchewan is at the heart of how health care works across the province – powering the digital systems that connect care teams, patients and information. With over 800 employees in 20 communities, we provide IT support and services in 433 locations, ensuring the right information and tools are in the right hands at the right time so care teams can focus on what matters most: patient care. We also manage Vital Statistics, health card services, and MySaskHealthRecord, one of Canada’s leading tools for giving people secure online access to their health information.

At eHealth, how we work matters just as much as what we deliver. Our culture isn’t just something we talk about, it shapes how we make decisions, support each other and deliver results:

1. Partner for results: We prioritize teamwork and ensure decisions involve those affected
2. Serve with purpose: We act with empathy, respect and care in every interaction to deliver better outcomes
3. Own our actions: We own our success and failures, act with honesty, and uphold trust
4. Innovate with intent: We challenge the status quo and turn ideas into action

Join us in strengthening Saskatchewan’s health system through meaningful, people-centered digital innovation.

About the Role

This role supports the Business Application Services team by enabling the effective alignment of business needs and technology solutions across the organization. As a Senior Business Analyst, you will lead the analysis and design of solutions, guiding initiatives from concept through implementation while considering enterprise architecture and strategic impacts. You will act as a change agent, providing leadership in business analysis and process improvement to support service modernization, client needs, and government priorities in a complex, results-driven environment.

What You’ll Do

Reporting to the Manager, Business Application Services, you will:

  • Lead the gathering, analysis, validation, and documentation of complex business, functional, non-functional, and technical requirements, ensuring they are clear, comprehensive, traceable, and aligned with organizational objectives.

  • Provide expert business analysis advice to stakeholders, product owners, and development teams by assessing complex business needs, identifying opportunities for improvement, translating requirements into actionable deliverables, and recommending solutions aligned with organizational priorities.

  • Conduct comprehensive current-state assessments to evaluate existing business processes, applications, workflows, pain points, system dependencies, and operational constraints, identifying opportunities for improvement and modernization.

  • Lead the definition and documentation of future-state business processes, workflows, and system capabilities in collaboration with stakeholders, ensuring alignment with organizational strategies, operational requirements, and technology standards.

  • Support procurement activities, including the development of Requests for Information (RFIs) and Requests for Proposals (RFPs), evaluation of vendor submissions, assessment of proposed solutions, and participation in vendor selection processes.

  • Collaborate with solution architects, developers, infrastructure teams, security specialists, and other technical stakeholders to support solution design, technical assessments, and implementation, ensuring proposed solutions meet business and technical requirements.

  • Provide project management and coordination support, including developing work plans, presenting project updates, defining milestones and deliverables, monitoring progress, and proactively identifying and managing risks, issues, and dependencies.

  • Lead and coordinate testing activities, including SIT, end-to-end, regression, and UAT testing. Develop test plans and scenarios, oversee test execution, defect management, and resolution, and ensure solutions meet approved requirements and acceptance criteria before production deployment.

  • Support implementation and operational readiness activities, including developing support documentation, coordinating training and knowledge transfer, planning deployments, and facilitating post-implementation support to ensure a smooth transition to operations.

  • Provide mentorship and guidance to junior and intermediate Business Analysts, fostering consistent documentation standards, effective business analysis practices, and adherence to established methodologies.

What You’ll Bring to the Team

  • A post-secondary degree in Computer Science or a related field. An equivalent combination of education and experience may be considered.

  • Minimum five years of experience in a Business Analyst or similar role, preferably within an integrated IT or healthcare environment.

  • Experience leading and coordinating system integration testing (SIT), end-to-end testing, regression testing, and user acceptance testing (UAT), including test planning, execution, defect management, and requirements validation.

  • Experience supporting procurement activities, including developing Requests for Information (RFIs) and Requests for Proposals (RFPs), evaluating vendor proposals, and participating in vendor assessment and selection processes.

  • Knowledge of project management methodologies, such as PMBOK and PRINCE2, with strong documentation, analytical, communication, stakeholder engagement, and leadership skills.

  • An IIBA Certified Business Analysis Professional (CBAP), Project Management Professional (PMP), PRINCE2, or Prosci Change Management certification is considered an asset.
