Job Description
Building Energy Usage Portal is a cloud-based internet application which provides functionality used by New York and New Jersey Building Owners and Property Managers as they manage their energy consumption data. The application allows users to add properties that they manage into our system and receive back energy (gas, electric, and steam) consumption data into the portal and automatically send the consumption data to Energy Star Portfolio Manager so they can execute on their benchmarking obligations.
Application Modules:
Add and Manage Properties: Allows users to add the properties they are authorized to benchmark for into the portal, send authorization emails, and review those properties and their key details.
Property and Meter Report: Allows users to review their consumption (electric and gas) for the properties they have added in add property at the aggregated property level or meter level and download that information.
Portfolio Manager Connection: Allows users to see if their properties are shared or unshared with Energy Star Portfolio Manager (ESPM) and the latest status on their exports to ESPM as well as a history of their exports.
Admin Reports: Allows admin users to review informational reports to enable them to support users as they have issues with navigating their benchmarking experience - there are some of these built into the portal and some available in PowerBI.
Support Page: Allows users to view FAQs, Contact Information, and links to key user guides and help documents.
Role & Responsibilities
Design, analyze, and implement technical solutions using .NET/C# Angular, Microsoft Azure, SQL Server, Cosmos DB, and DevOps tools.
Develop, enhance, troubleshoot, and maintain customer-facing applications and supporting services.
Own and oversee the application design, software development, integration, testing, and deployment process.
Translate business and technical requirements into scalable application architectures and working software.
Design and develop APIs, integrations, backend services, user interfaces, and data access components.
Lead the delivery team through the architecture and application development lifecycle.
Evaluate technical approaches, alternatives, risks, costs, defects, and long-term maintenance considerations.
Recommend software technologies and solutions for application, system, data, and platform integration.
Create models, wireframes, prototypes, proof-of-concepts, and technical designs when applicable.
Break down architecture and design decisions into tangible development tasks.
Write clean, maintainable, secure, and testable code in .NET/C# and Angular.
Conduct code reviews and promote coding standards, design patterns, and development best practices.
Ensure application software solutions are effectively and efficiently designed, developed, tested, and deployed.
Troubleshoot application defects, performance issues, integration problems, and production incidents.
Present design options, technical recommendations, and development progress to management, stakeholders, peers, and delivery teams.
Anticipate future business and technical needs and ensure solutions are secure, scalable, resilient, and supportable.
Create and maintain technical documentation, including application architecture, design decisions, integration processes, development standards, deployment procedures, and testing approaches.
Update Microsoft DevOps work items, repositories, pipelines, documentation, and technical deliverables.
Produce end-to-end solution models with a focus on non-functional requirements, including performance, security, availability, scalability, and maintainability.
Educate and train staff on architecture, coding standards, design, development, testing, and delivery best practices.
Required Skillset
More than 6 years of experience in software development, solution architecture, or combination of both.
Demonstrated hands-on development experience with .NET and C#, including application services, APIs, integrations, and backend components.
Demonstrated hands-on development experience with Angular, including responsive user interfaces, reusable components, services, routing, forms, and API integration.
Experience performing both technical architecture and hands-on software development responsibilities. This is not an architecture only role.
Proven solution architecture experience, including system integration and platform integration.
Strong experience designing and implementing customer-facing applications.
Strong working knowledge of Microsoft technology patterns involving APIs, Microsoft Azure, .NET, C#, Angular, SQL Server, Cosmos DB, and AI.
Experience with software development, application troubleshooting, testing, deployment, and system administration.
Strong understanding of strategic IT solutions, architecture principles, design patterns, and technology frameworks.
Experience with project management, service-oriented architecture (SOA), cloud technologies, and distributed systems.
Experience designing and building interfaces between internal source systems and externally facing applications.
Experience with RESTful APIs, integration patterns, authentication and authorization, and secure application design.
Strong experience working with vendor products, complex system solutions, and cross-functional teams.
Strong written and verbal communication skills.
Strong problem solving aptitude and technology decision-making skills.
Knowledge of project management and software development methodologies and tools, including Agile, Waterfall, Scrum, SDLC, DevOps, and SAFe.
Ability to promote a customer-focused team that maintains high work and ethical standards.

Bachelor's degree in Computer Science, Engineering, or a related field.
Utility industry knowledge is preferred but not required.
