Job Overview:

The organization has a strategic role to drive efficiencies, innovation, and modernization. As part of this role, the organization is expanding its digital delivery of services with the view of simplifying and providing better user experiences. The Digital Design and Delivery Division was established to maximize capability and confidence in modern digital practice by ensuring service quality and value through standards and controls. This includes utilizing human-centered design approaches together with agile methodology and modern data practices. The organization requires Digital Architects to work on service innovation, program review, and digital transformation projects. The successful candidate will work as part of cross-functional program review or product delivery teams.

Responsibilities:

The candidate provides architectural expertise and strategic guidance and is responsible for overseeing the software architecture of digital services, the alignment of services to a common architecture vision, and the iterative delivery of solutions to create a complete digital service. As the senior technical resource on the team, the Digital Architect will guide the team in the rapid, iterative delivery of user-centric services with solution designs that align to the overall architectural vision and are in support of technical standards, coding standards, common tools and platforms. The candidate will also guide the product owner and team in balancing the allocation of team capacity between user stories and technical tasks. The candidate may perform some development work if needed. Therefore, a Digital Architect must have a strong technical understanding of current and emerging technologies, balanced with strong business acumen and project leadership skills.

Services and project deliverables should evolve as the work progresses, in response to emerging user and business needs, as well as design and technical opportunities. However, the following must be delivered iteratively over the course of the project:

Lead the solution architecture of digital services by:

• Developing the overall architectural plan, ensuring a citizen-centered design and agile software approach.
• Uncovering existing system context.
• Providing recommendations and prototypes for technical discovery and feasibility.
• Providing and being accountable for the solution designs that account for iterative implementation.
• Analyzing impacts, exposure, and risk as it pertains to the solution design.

Guide the team in the implementation of digital services by:

• Facilitating frequent delivery of products to ensure that the target architecture is successfully created.
• Determining the tactical approach on each integration and the target state of system boundaries and interactions.
• Identifying opportunities to leverage common components and capabilities of other digital services.
• Encouraging team contribution towards developing opportunities to leverage other digital services.
• Providing guidance on the creation of detailed designs for solution implementation.
• Reviewing code changes.
• Contributing to code changes in order to implement user stories and to complete technical tasks.
• Providing coaching and mentorship to the product team.
• Contributing to the architectural vision for a platform of user-centric services, particularly as it relates to the use of common components and capabilities to accelerate service delivery.
• Contributing to the development of principles, metrics, and standards for service quality and delivery.
• Providing software architecture information to technical and non-technical audiences by creating materials (documents, diagrams, presentations, etc.) appropriate to the audience.
• Actively participating in the development and continuous improvement of the architecture practice.

Requirements:

• Bachelor degree in Computer Science or related field of study; equivalencies will be considered.
• Demonstrated experience leading cross-functional agile product teams, providing architectural direction, and mentoring developers and technical leads.
• 8+ years of experience as a data architect, software architect, or senior data engineer, with a focus on collaborative work on cross-functional teams to create new software applications.
• 5+ years of experience in leading solution architecture and introducing the overall technical vision for large-scale enterprise projects with integrations between systems.
• 4+ years of experience leading domain modelling and database schema design for transactional and reporting systems.
• Strong verbal and written communication skills with the ability to convey technical concepts to non-technical stakeholders and influence decision-making.

Preferred Qualifications:

• 3+ years of experience aligning data architecture with organizational data strategies, digital service delivery goals, and emerging AI-enabled business capabilities.
• 3+ years of experience applying data governance principles to ensure data consistency, quality, compliance, metadata management, and responsible use of data for analytics and AI solutions.
• 4+ years of experience applying secure development practices and managing identity and access using role-based or attribute-based access control and Zero Trust Architecture principles.
• 5+ years of experience architecting solutions that leverage relational and non-relational databases, analytics platforms, and AI technologies, including data modeling and performance optimization.
• 2+ years of experience collaborating with cross-functional teams to embed data interoperability and standardization practices into product development workflows.
• 5+ years of experience incrementally transforming legacy systems into modern digital and data-driven services across multiple releases, leveraging cloud-native and AI-enabled technologies.
• 2+ years of experience with the organization s Information Technology and Information Management policies, standards, and guidelines.
• 3+ years of experience working within an organization of equivalent size and complexity, supporting enterprise-scale data, analytics, and digital transformation initiatives.
