Responsibilities Program Description: The program provides Systems Engineering and Technical Assistance (SETA) core and non-core support in the areas of Cyber Security and Management to improve the Information Assurance (IA) posture of a National customer. The contracts Core Capabilities are: IA Management, Federal Information Security Management Act (FISMA) coordination and reporting, Risk Management Framework (RMF) application, IA compliance measurements and metrics, Assessment and Authorization (A&A), Vulnerability Management, and Cyber Defense support.
Position Description: The Cyber Systems Engineer Project Manager provides support to the customer in the area of Cyber Security, Systems Engineering and Project Management. Daily Tasks include, but are not limited to:
- Instantiate, coordinate and facilitate several engineering forums as directed by the customer.
- Work collaboratively with small teams of project manager's and developers to ensure successful implementation of assigned project.
- In the absence of the customer, understand and represent the branch regarding budget, schedule and performance aspects of the project.
- Collaborate with the stakeholders and act as the liaison between the group and developers to ensure project requirements are understood and being met.
- Provide assessments to the customer on the development contractor's program performance.
- Develop, maintain, and deliver acquisition artifacts to assist the customer in assessing contractor's performance.
- Assist in the development of execution reviews, acquisition roadmaps and transition plans.
- Develop briefings and artifacts for acquisition Readiness Reviews and Engineering Boards.
- Provide technical recaps of customer meetings with cyber security contractors.
- Work closely with the customer Lead and stakeholders to execute contracts.
- Provide technical input for the development of acquisition documentation for review and approval by the customer to include: Requests for Contract Action (RCA) packages, RFPs for Engineering Change Proposals (ECPs), and proposal analysis to support negotiation and award activities.
- Assist in the development, review, and update of acquisition documents to ensure guidance for acquisitions are adequate and current.
- Assess contractor performance using evaluation criteria and technical performance measures.
- Participate in design reviews of components (hardware and software) to ensure applicability to the current system and traceability of requirements.
- Assist in the development of technical requirements.
- Produces high-quality papers, presentations, recommendations, and findings for senior US government intelligence and operations officials.
- Analyzes policies and procedures against Federal laws and regulations and provides recommendations for closing gaps.
- Develops strategies to comply with privacy and risk management requirements.
Qualifications Required Qualifications
- Must possess and be able to maintain a TS/SCI with Poly
- Requires 12 to 15 years with BS/BA or 10 to 13 years with MS/MA or 10+ years with Ph. D.
- Able to support customer's core hours (0900-1500; Mon - Fri)
- DoD 8570 certification in IAT or IAM
- Experience with cyber operations
- Experience supporting project management and acquisitions
- Experience with customer's Cybersecurity Processes and tools/capabilities to include Splunk
- Experience in requirements analysis
- Strong attention to detail
- Ability to work in a team environment
- Hands-on working knowledge of Excel and other database applications
- Excellent oral and written communications skills
- Ability to support Group Level GPOCs
- Self-starter requiring limited direction and supervision
- Bachelor of Science Degree in Science, Technology, Engineering or Mathematics (STEM) or an advanced IA certification (i.e. CISSP or CASP)
- Experience briefing senior customer personnel
- Ability to organize and prioritize numerous customer requests in a fast pace deadline driven environment
- Familiarity with the RMF process
- Experience supporting IC or DoD in the Cyber Security Domain
- Working knowledge of Microsoft tools; Outlook, Excel, PowerPoint, SharePoint
Min: $148,515.72Max: $258,240.01
