Roles/Responsibilities:
The contractor will produce complete, reviewable, and operationally usable deliverables for each assigned initiative. Deliverables must support implementation, production deployment, adoption, knowledge transfer, and ongoing support.
- Business Analysis and Solution Definition
- Discovery notes, stakeholder and process documentation, current-state and future-state process maps, business requirements, functional and nonfunctional requirements, user stories, acceptance criteria, requirements traceability, assumptions, dependencies, decisions, risks, and prioritized backlogs.
- Solution options and recommendations that explain business fit, platform fit, licensing or capacity considerations, security and data implications, support impacts, tradeoffs, and recommended implementation approach.
- Power Platform Design and Development
- Configured and developed Power Apps, Power Automate flows, Dataverse tables and relationships, business rules, forms, views, security roles, Power Pages components, connectors, integrations, reusable components, and supporting configuration.
- Solution architecture and design artifacts, including data models, integration diagrams, security and access designs, environment and ALM designs, component inventories, configuration records, and deployment designs.
- Managed solutions and deployment packages with documented environment variables, connection references, dependencies, versioning, release notes, deployment instructions, rollback considerations, and evidence of successful promotion across required environments.
- Copilot Studio Production Deliverables
- Production-ready Copilot Studio agents and related automation, with documented topics or orchestration, knowledge sources, actions, authentication and authorization, data access, connector use, error handling, escalation or handoff behavior, analytics, monitoring, testing, release controls, and operational ownership.
- Evidence that Copilot Studio solutions have been validated for production use, including test cases and results, security and data-policy review, deployment record, user acceptance, support procedures, and knowledge transfer.
- Quality, Adoption, and Operational Readiness
- Test strategy, test scripts, test data approach, defect tracking, user acceptance testing support, performance and reliability validation, release-readiness checklists, and post-deployment validation.
- Administrator guides, configuration guides, support runbooks, troubleshooting playbooks, knowledge articles, standard operating procedures, access and permissions procedures, user guides, training materials, demonstrations, and knowledge-transfer sessions.
- Governance and control artifacts such as development standards, environment guidance, Data Loss Prevention considerations, connector standards, reusable component standards, intake processes, support models, ownership matrices, and lifecycle procedures.
- Regular progress reporting, backlog updates, decision and risk logs, estimates, release plans, status communications, and other technical or project documentation required to keep Port stakeholders informed and prepared.
Mandatory Skills:
- Minimum five years of progressively responsible experience delivering business applications or automation solutions, with substantial recent hands-on development using Microsoft Power Platform.
- Demonstrated hands-on development experience with Power Apps, Power Automate, Microsoft Dataverse, Power Pages, connectors, security roles, solution packaging, environment variables, connection references, and governed deployment practices.
- Required production Copilot Studio experience. The proposed resource must have personally designed, built, tested, deployed, and supported one or more Copilot Studio solutions in a production environment. Experience limited to proofs of concept, demonstrations, labs, prototypes, or nonproduction pilots is insufficient.
- Demonstrated business analysis experience in a customer environment, including direct facilitation with business stakeholders; requirements elicitation and validation; process analysis; user stories and acceptance criteria; backlog refinement; solution options; user acceptance testing; and translation between business and technical teams.
- Strong application lifecycle management experience for Power Platform, including development, test, and production environments; managed solutions; source control where applicable; pipelines or automated deployment; release management; dependency management; and production support transition.
- Experience designing secure Dataverse solutions, including table and relationship design, role-based security, teams, business units where applicable, field security, data quality, duplicate management, auditing, and least-privilege access.
- Experience with Power Platform governance and enterprise controls, including environment strategy, Managed Environments, Data Loss Prevention policies, connector governance, capacity or licensing awareness, monitoring, solution ownership, and supportability.
- Microsoft Certified: Power Platform Developer Associate (PL-400) is strongly preferred. Power Platform Solution Architect Expert (PL-600), Power Platform Functional Consultant Associate (PL-200), Power Platform Fundamentals (PL-900), or relevant Dynamics 365 certifications are desirable. Certifications do not replace the required hands-on production Copilot Studio experience.
- Excellent written and verbal communication, facilitation, presentation, consulting, and technical-writing skills. The resource must explain complex technical topics to nontechnical audiences and convert business language into actionable technical requirements.
- Demonstrated ability to work independently while collaborating closely with Port staff and vendors; manage multiple priorities; surface risks early; make practical recommendations; and deliver maintainable, supportable, well-documented solutions.
Desirable Skills:
- Dynamics 365 Sales / Customer Engagement, including Dataverse-based configuration, forms, views, security, activities, accounts, contacts, leads, opportunities, and integration with Power Platform solutions.
- Dynamics 365 Customer Insights - Journeys, including real-time journeys, segments, forms, events, consent/compliance concepts, email communications, and integration with Dataverse and related Power Platform components.
- Experience integrating Power Platform with Microsoft Fabric, Power BI, SharePoint, Outlook, Teams, Azure services, APIs, and enterprise data sources.
- Experience with JavaScript or TypeScript, C#, Power Fx, DAX, SQL, REST APIs, custom connectors, Azure DevOps or GitHub, and automated testing or deployment tooling, where needed to supplement low-code delivery.
