Program Manager

We are seeking an experienced, PMP-certified Program Manager to lead a major enterprise transition to a new Banking Partner for the Virginia State Corporation Commission (SCC). This position oversees cross-functional deliverables, technology deployments, business process re-engineering, and stakeholder management across seven internal divisions—including six revenue-collecting units, the Office of Commission Comptroller (OCC), Enterprise Technology Services (ETS), and external banking vendor partners.

Key Responsibilities

• Enterprise Transition Leadership: Manage end-to-end program delivery for migrating seven SCC divisions and core cash handling functions to a new enterprise banking partner.
• Cross-Division Stakeholder Management: Direct matrixed resources across the Office of Commission Comptroller (OCC), Enterprise Technology Services (ETS), external bank technical leads, and six revenue-collecting divisions.
• Requirements & Process Re-engineering: Facilitate discovery workshops to define up-front functional requirements, map legacy workflows, and redesign operational processes to optimize new banking technologies and deposit capabilities.
• Schedule & Dependency Tracking: Establish program milestones, manage inter-divisional dependencies, monitor delivery risks, and maintain schedule alignment across internal and vendor teams.
• Governance & Agile Delivery: Leverage Agile/Scrum practices and work-management platforms to drive project cadence, present executive updates, and lead change-management initiatives.

Required Qualifications & Experience

• Certification: Active PMP Certification is strictly required (must be verified and uploaded with submission).
• Program & Modernization Leadership: 8+ years leading multi-division, high-visibility IT modernization, enterprise delivery, or product ownership initiatives.
• Process Mapping & Business Analysis: 8+ years of hands-on process re-engineering, workflow mapping, requirement gathering, and operational change management.
• Cross-Functional Project Management: 8+ years driving on-time delivery, dependency tracking, milestone management, and executive presentations.
• Agile Frameworks & Tools: 8+ years using Agile methodologies (Scrum, Kanban) and tools such as Jira, MS Planner, MS Project, Visio, Power BI, SharePoint, and Teams.

Highly Desired & Preferred Qualifications

• Additional Certifications: CSM (Certified ScrumMaster) and SAFe certifications are highly desired. Other credentials (CSPO, PSPO, SAFe POPM, Lean Six Sigma, ITIL) are a plus.
• Domain Expertise: 4+ years of experience with banking platforms, enterprise revenue collections, cash management cycles, Oracle, or similar ERP system
