Oracle SQL / PL/SQL Developer

Position Summary

This position primarily works with large, normalized Oracle transactional databases and is responsible for extracting, validating, analyzing, automating, and maintaining operational data to support business operations, reporting, research, and executive decision-making.

This is not a traditional Business Intelligence or Dashboard Development role. Approximately 70–80% of the work involves writing Oracle SQL and PL/SQL directly against transactional databases. Candidates must have strong experience developing SQL queries from scratch rather than primarily working with data warehouses, semantic models, or pre-built Business Intelligence datasets.

The ideal candidate should be capable of independently analyzing business requirements, identifying the appropriate database tables, relationships, joins, and business rules required to answer complex business questions, and developing efficient SQL solutions from the ground up without relying on pre-built analytical tables, semantic models, visual query builders, or AI-generated SQL.

The successful candidate will possess strong analytical, problem-solving, and database development skills with hands-on experience in Oracle SQL, PL/SQL, performance optimization, and operational data analysis.


Primary Duties and Responsibilities

  • Develop, maintain, enhance, and optimize complex Oracle SQL and PL/SQL programs to support business operations and reporting requirements.
  • Write simple to highly complex SQL queries from scratch against normalized Oracle transactional databases with a focus on accuracy, efficiency, and performance.
  • Analyze business requirements and determine the appropriate database tables, relationships, joins, and business rules required to answer complex business questions and deliver reliable data solutions.
  • Extract, validate, transform, analyze, and reconcile operational data to support reporting, research initiatives, grants, compliance, and executive requests.
  • Develop, automate, and maintain SQL-based processes, scheduled database jobs, recurring data refreshes, and operational workflows.
  • Troubleshoot SQL scripts, PL/SQL programs, automated jobs, database performance issues, and data quality inconsistencies.
  • Create efficient, reusable, scalable, and well-documented SQL and PL/SQL code following development best practices.
  • Support recurring operational reports, Key Performance Indicators (KPIs), legislative reporting, research initiatives, and ad hoc data requests.
  • Collaborate with business users and cross-functional stakeholders to understand reporting requirements, translate business needs into technical solutions, and communicate analytical findings effectively.
  • Support Tableau dashboards and other data visualization initiatives as needed while ensuring data accuracy and consistency.

Required Skills & Experience

  • Strong hands-on experience with Oracle SQL and PL/SQL development.
  • Extensive experience writing complex SQL queries from scratch against normalized Oracle transactional databases.
  • Solid understanding of relational database design, table relationships, joins, indexing, and normalization concepts.
  • Experience analyzing business requirements and translating them into efficient SQL solutions.
  • Knowledge of SQL performance tuning and query optimization techniques.
  • Experience developing and maintaining automated SQL processes and scheduled database jobs.
  • Strong experience with data extraction, validation, transformation, and operational data analysis.
  • Ability to troubleshoot SQL scripts, PL/SQL programs, and data quality issues.
  • Familiarity with operational reporting, KPIs, legislative reporting, and executive reporting.
  • Experience supporting Tableau or other data visualization tools is a plus.
  • Excellent analytical, problem-solving, communication, and documentation skills.
  • Ability to work independently while collaborating effectively with business stakeholders and technical teams.
