Job Title: Enterprise Data Governance Consultant

Description
The client seeking an Enterprise Data Governance Consultant to help expand statewide data-governance services, AI-data preparation, training, communications, stakeholder engagement, and agency implementation support.
Working under the direction of the Enterprise Data Governance Manager, this consultant will support state agencies and departments in establishing, maturing, and sustaining practical data-governance programs.
The role advances Tennessee’s enterprise approach to managing data as a strategic asset—improving trusted data use, reducing risk, enabling secure data sharing, and increasing operational efficiency through standardization. Tennessee’s Enterprise Data Governance Program is organized around a statewide Framework, Guidebook, and Playbook, which define the purpose, requirements, and implementation approach for data governance.
Key Responsibilities
AI Governance, Privacy, Risk, and Compliance
  • Support agency understanding of responsible AI and AI-governance concepts, including ethical, transparent, explainable, accountable, and human-reviewed use of data and AI-enabled systems.
  • Help document AI-related data use cases, data sources, stewardship accountabilities, risk considerations, and governance checkpoints.
  • Coordinate with privacy, security, legal, records, and compliance stakeholders when governance activities involve sensitive, confidential, regulated, or high-risk data.
  • Help agencies apply AI technologies to automate or streamline data-governance practices and artifacts.
  • Reinforce requirements for data classification, access management, data minimization, authorized use, retention, and secure data sharing.
  • Support documentation of data risks, issues, policy exceptions, remediation actions, and audit evidence.
  • Promote appropriate safeguards for protected or regulated data, including HIPAA, FERPA, CJIS, IRS Publication 1075, PCI, FTI, PII, and other applicable standards.
Data Governance Strategy and Agency Engagement
  • Support agency data-governance planning, including charters, roadmaps, operating models, stakeholder maps, and implementation plans.
  • Assist agencies in defining governance scope, ownership, roles, responsibilities, decision rights, and engagement processes.
  • Identify business needs, data pain points, data-quality risks, and opportunities for better data sharing and reuse.
  • Support maturity assessments and develop actionable work plans to close governance gaps.
  • Translate technical governance concepts into plain-language guidance for executives, business teams, data stewards, and operational personnel.
  • Promote consistent use of Tennessee’s eight core data-governance elements:

Data Governance Implementation
  • Help agencies develop and maintain governance artifacts, including:
    • RACI charts
    • Business glossaries
    • Data dictionaries
    • Data inventories
    • Data issue logs
    • Policy and procedure mappings
    • Stewardship plans
    • Governance roadmaps
  • Support documentation of data domains, data owners, data stewards, business definitions, data flows, quality rules, risks, controls, and performance metrics.
  • Assist with Playbook-aligned implementation activities and audit-readiness evidence gathering.
  • Coordinate with the Data Governance Analyst on catalog, metadata, classification, lineage, and related documentation needs.
  • Support agencies’ use of governance metrics and maturity indicators to measure progress and demonstrate business value.
  • Maintain organized repositories for governance artifacts, meeting records, training materials, communications, and implementation evidence.
Facilitation and Governance Meetings
  • Plan, facilitate, and document data-governance meetings, workshops, steering committees, and stewardship working groups.
  • Prepare agendas, briefing materials, decision logs, action trackers, issue logs, and executive-ready summaries.
  • Facilitate discussions among data owners, stewards, business leaders, technology teams, privacy, security, legal, and compliance stakeholders.
  • Help resolve cross-functional data issues by clarifying decision points, documenting options, identifying risks, and escalating unresolved matters.
  • Help agencies operationalize governance committees and recurring governance cadences aligned with statewide guidance.
  • Support business-case development for governance initiatives, including benefits, risks, resource requirements, expected outcomes, and implementation options.
Change Management, Communications, and Adoption
  • Develop and execute stakeholder-engagement and change-management plans supporting agency adoption of data-governance practices.
  • Create communications such as executive briefings, talking points, newsletters, intranet content, FAQs, one-page summaries, presentations, and adoption messaging.
  • Position data governance as a business-enabling capability—not solely a compliance activity.
  • Communicate the value of data governance in terms of trusted data, lower risk, better service delivery, stronger decision-making, and increased efficiency.
  • Support messaging that treats data as a valued, strategic enterprise asset with clear accountability, quality, and compliance expectations.
  • Identify adoption barriers and recommend targeted interventions, including leadership briefings, training res, job aids, targeted communications, and facilitation support.
Training Development and Delivery
  • Develop training plans, course outlines, instructor-led materials, self-service learning content, quick-reference guides, and role-based learning paths.
  • Deliver training for data owners, data stewards, data custodians, data producers, data consumers, and agency governance teams.
  • Support data-fluency training aligned with Tennessee’s enterprise data-governance methodology, tools, and templates.
  • Create practical exercises using agency-relevant examples, including data ownership, business glossary terms, data-quality dimensions, data classification, data sharing, metadata, and governance-meeting practices.
  • Track training feedback, attendance, adoption metrics, and improvement opportunities.
  • Reinforce expectations around the five critical data-quality dimensions:
    • Accuracy
    • Timeliness
    • Accessibility
    • Completeness
    • Consistency
Required Knowledge, Skills, and Abilities
The successful consultant will be able to:
  • Facilitate cross-functional meetings involving business, technology, privacy, security, legal, compliance, and executive stakeholders.
  • Develop practical governance strategies, implementation plans, training plans, communications, and adoption materials.
  • Translate complex concepts—data governance, metadata, data quality, privacy, AI governance, and data management—into clear, plain-language guidance.
  • Build trust with agency stakeholders and guide teams toward decisions, documented actions, and measurable progress.
  • Apply change-management practices to support adoption of new governance roles, responsibilities, processes, and behaviors.
  • Develop business-value cases for data-governance initiatives.
  • Create governance documentation aligned with frameworks, policies, procedures, standards, controls, and audit expectations.
  • Understand data-governance operating models, data ownership, stewardship, metadata, data catalogs, data quality, lifecycle management, data sharing, and data-risk management.
  • Work independently while coordinating closely with the Enterprise Data Governance Manager, Data Governance Analyst, and agency stakeholders.
  • Produce clear, professional, executive-ready written materials.
Preferred Qualifications
  • Experience supporting data governance, data management, enterprise information management, organizational change management, training, or stakeholder-engagement programs.
  • Experience working with state government, local government, public-sector programs, or highly regulated environments.
  • Familiarity with DAMA-DMBOK, data stewardship, metadata management, data-quality management, data classification, data lifecycle management, and governance maturity models.
  • Familiarity with AI governance, responsible-AI principles, or frameworks such as the NIST AI Risk Management Framework.
  • Experience developing and delivering training, workshops, presentations, job aids, communications, and adoption campaigns.
  • Experience supporting governance councils, committees, working groups, or other cross-functional decision-making bodies.
  • Experience with enterprise data catalogs, metadata tools, business glossaries, data inventories, issue-tracking tools, collaboration platforms, or knowledge-management tools.
  • Relevant certifications are preferred but not required, including:
    • CDMP
