Job Description

We are seeking a FAS Solution Architect to serve as the technical lead overseeing, governing, and guiding the implementation of a new Fiscal Agent Services (FAS) technology module within the Medicaid Enterprise System (MES). This role collaborates with business leadership, program directors, vendors, and engineering teams to ensure architectural alignment with CMS guidelines, MITA maturity goals, federal modularity standards, NIST/HIPAA security frameworks, and state IT policies.

Location: 1100 Bank Street, Suite 420, Richmond, VA 23219

Work Arrangement: Hybrid (2 days on site per week; Richmond-area candidates preferred)

Role Type: Contract (12 Months)

Key Responsibilities:

  • FAS Module Architecture: Lead architectural oversight, governance, and technical implementation for the new Fiscal Agent Services (FAS) module as part of the broader Medicaid Enterprise System (MES).
  • Federal & State Standards Alignment: Ensure module designs meet CMS regulations, MITA maturity targets, federal modularity mandates, HIPAA controls, and NIST security frameworks.
  • Enterprise System Integration: Guide integration strategies across adjacent MES modules including Eligibility and Enrollment, Provider Services, Third-Party Liability, Pharmacy, and Data Warehousing.
  • Technical Design & Artifacts: Develop comprehensive logical and physical architecture diagrams, integration patterns, API specifications, data flow maps, and technology roadmaps.
  • Cloud & Interface Governance: Direct system interface patterns, data exchange formats (X12, FHIR, JSON, XML), security models, and cloud adoption strategies across cloud environments (AWS/Azure).
  • Vendor & Lifecycle Leadership: Conduct architectural reviews, evaluate vendor solution implementations, manage change requests, and provide ongoing technical guidance to project teams and system integrators.

Required Skills & Qualifications

  • Architectural & Security Modeling: 10+ years of experience in architectural modeling, enterprise data management concepts, and cybersecurity best practices.
  • Stakeholder & Leadership Communication: 10+ years of experience leading cross-functional teams and explaining complex technical architecture to non-technical executive stakeholders.
  • Vendor & Integrator Collaboration: 10+ years collaborating directly with external vendors, system integrators, and multidisciplinary delivery teams.
  • Cloud Platforms: 10+ years of hands-on architectural experience with enterprise cloud platforms (AWS, Azure, or equivalent).

Preferred Qualifications

  • Healthcare & Government IT Systems: 10+ years designing or supporting large-scale public sector healthcare platforms, specifically Medicaid or MES modules.
  • MMIS / MES Domain Expertise: 8+ years of direct experience with Medicaid Management Information Systems (MMIS) or Medicaid Enterprise Systems (MES).
  • MITA & Interoperability: 10+ years of experience with the MITA framework, federal modularity guidelines, and healthcare interoperability standards.
  • Development & Data Technologies: 10+ years of familiarity with modern application stacks (Node.js, Java, Angular, React, Python, REST, JSON, XML, X12, FHIR, HTML5) and data/ETL infrastructure (relational databases, legacy programming, SharePoint).
  • Public Sector Enterprise Architecture: 8+ years in state government IT, public sector IT consulting, or large enterprise architecture leadership roles.
