Job Summary – Senior IT Software Procurement Analyst (Phoenix, AZ)

Position Overview:

• Serve as a Senior IT Software Procurement Analyst, specializing in sourcing and managing Software, SaaS, PaaS, IaaS, and IT Services.
• Lead commercial transactions, contract negotiations, and software license renewals for a portfolio of 40–50 IT vendors.
• Hybrid work model: Initial on-site training (3-4 weeks), then 4 days/week remote.

Core Responsibilities

• Lead end-to-end IT procurement initiatives, including RFPs, RFQs, and RFIs for software, SaaS, telecommunications, and IT services.
• Negotiate commercial terms, SLAs, pricing structures, and renewal caps.
• Maintain commercial oversight and manage day-to-day vendor relationships.
• Oversee software asset management (SAM) and proactively manage the software renewal pipeline (30/60/90-day cycles).
• Analyze usage metrics, licensing tiers, and seat utilization to optimize agreements and eliminate duplicate capabilities.
• Collaborate with Information Security, Legal, and Privacy teams on software evaluations and vendor risk assessments.
• Use data analytics and AI tools to streamline contract review and enhance reporting.

Required Skills & Qualifications

• Minimum 6+ years of hands-on IT software/SaaS procurement, contract negotiation, and vendor management experience.
• Demonstrated expertise in software evaluations and leading competitive solicitations (RFP/RFQ).
• Strong knowledge of enterprise software licensing models (per-user, capacity, consumption-based, tier-based SaaS/cloud pricing).
• Advanced skills in data-driven financial analysis (TCO/ROI) and use of productivity/AI tools.
• Proven ability to build strong cross-functional relationships with IT, Legal, Finance, and Security teams.
• Must be local to Phoenix, AZ and eligible to convert to FTE; must be able to start within 2 weeks of offer.

Preferred Skills

• Experience with commercial/vendor management best practices in public or private sectors.
• Procurement certifications and knowledge of statewide procurement regulations (not required).
