CIVILIAN CAREER DEVELOPMENT SPECIALIST with Security Clearance

Duties

• Designs and maintains normalized cyber civilian career pathways aligned to DCWF work roles, mission proficiency, qualification requirements, grades, developmental experiences, and leadership or technical advancement tracks.
• Develops competency models, career maps, position progression criteria, talent profiles, assessment standards, and career-planning tools that Components can implement through existing systems.
• Develops succession and bench-strength processes for critical work roles and key positions.
• Prepares decision memoranda, executive briefings, congressional responses, issue papers, and implementation reviews with clear options, cost, risk, and expected mission effect.
• Leads cross-Component working groups and supports the USCYBERCOM Talent Panel on civilian career-management matters. Requirements Conditions of employment
• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• The incumbent must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment.
• In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, employee must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
• Position requires temporary duty travel (TDY) CONUS and OCONUS up to 20% of the time.
• The incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
• The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
• This position requires the incumbent to take and successfully pass a Counterintelligence Scope Polygraph (CI/Poly).
