Job description – Human Resources Manager

We are seeking an HR Manager with a strong background in policy, discipline, unions, pay and rewards.
Candidate will be an experienced HR Professional, with a strategic focus, ability to project manage multiple deliverables, have a strong collaborative approach and be insights driven. The successful candidate will have a detailed knowledge of employment law, experience of providing senior level HR advice, developing and implementing policies across various HR disciplines and possess advance analytics and digital skills that he/she will use to drive forward a range of service improvements and the continued delivery of the Meritus workforce strategy.
This pivotal strategic position will provide the opportunity for the ideal candidate to make a significant contribution to our service delivery and will include involvement in a wide range of strategic projects.
Duties and Responsibilities of Human Resource Manager include but not limited to the following:
Human Resources Manager oversees various areas of company processes and procedures to include:
Manage recruitment workflow (is not responsible for recruiting candidates, this function is completed by field management), create and send offer letters, track onboarding status, review benefits sign up, monitor hire process in ADP system and internally using HR New Hire Form and HR Tracker.
Oversee changes in employee status, pay, benefits by reviewing the HR Personnel Action Form and HR Tracker and updated data in ADP, completed by HR Generalist. Maintain ADP Benefits, which feeds to ACA in ADP. Maintain ACA information accuracy. Monitor various aspects of employee performance, specifically discipline process and formal union grievance procedures. Initiate HR Termination Form when an employee leaves employment and determine when employee needs to receive final payment, and what payouts and health care true ups are required of their final pay.
Calculate and track attrition ratings utilizing system analytics dashboard. Manage Union communications, address with Union grievances, provide input and participate in Union negotiations of Collective Bargaining Agreements. (Meritus’ non-management workforce is 100% unionized, currently with 7 different Unions, with 12 locals that each have a different Collective Bargaining Agreement with differing pay and benefits.)
Manage pay appraisal system for management (non-SCA) employees and conduct appraisal meetings.
Track and manage all FMLA or state PFML and other special leave requests (such as military leave). Manage ADA requests. Manage company responses to unemployment claims. Ensure company policies, procedures and company handbook comply with state and federal employment regulations. Responsible for innovative policy development and strategic solutions that support Meritus to be at the forefront of HR best practices.
Access the need for supervision and management coaching/training and then design and implementing training programs accordingly, for both management development and SCA now hire company based training. Provide flyers and communications to incumbent and prospective hires on newly awarded contracts and position openings. Other
Assist in the preparation and oversee daily, weekly, monthly and annual reporting. Actively engage in proposing change and continuous improvement to processes. Performs other duties as assigned.

ADP experience
Education/Experience of Human Resource Manager:
Bachelor’s Degree Required; Master’s Degree Preferred
Experience in Government Contracting with McNamara-O’Hara Service Contract Act contracts (Davis Bacon experience is acceptable)
ADP Experience Required
Hours per week:
40 hours per week
Typical daily work schedule time:
9AM - 5PM
