CPE ST3- Jira Agile Transformation Lead

Barbaricum is seeking a Jira Agile Transformation Lead for the anticipated U.S. Army Capability Program Executive for Simulation, Training, Test and Threat (CPE ST3). The U.S. Army CPE ST3 sustains a portfolio of more than 370 simulation, training, testing, and threat products fielded at over 400 locations worldwide, supporting U.S. and Allied warfighters’ combat readiness, interoperability, and multi-domain operational effectiveness — with growth into areas such as artificial intelligence, cyber and information warfare, robotics and autonomous systems, directed energy, and hypersonics. As the Jira Agile Transformation Lead, you will be Barbaricum’s principal Agile/Jira practitioner on the CPE ST3 APS effort — first as a driver of the Phase II live Jira technical demonstration (anticipated late October 2026), then as a hands-on lead standing up and maturing the operational Agile environment after award. This is not a traditional Jira administrator role. You will use Jira as an enterprise platform for Agile execution: architecting the backlog and workflows, building the cross-functional talent-pool and capacity model, and dynamically reallocating resources across CPE ST3’s project offices and headquarters directorates as mission priorities shift. You will translate Agile concepts into operational outcomes for Government product owners and brief leadership directly — both in the demonstration and in daily performance.

WHAT YOU’LL DO

• Lead the design and live operation of the contractor-provided Jira environment for the Phase II technical demonstration, including entering, sizing, and triaging requirements generated by Government scenario injects
• Build and mature the enterprise backlog and Agile workflow architecture — story-point/LOE sizing, sprint planning, velocity forecasting, and capacity management across multiple teams
• Stand up the cross-functional talent-pool and governance model: track workforce skills, availability, and capacity in real time and dynamically reallocate resources across CPE ST3 project offices (PM SIM, PM TRADE, PL TSMO, PL TSO, PL IPO) and HQ directorates as priorities change
• Design Jira workflows and automation that eliminate bench time and maximize capacity-pool productivity
• Respond to live scenario injects by reprioritizing the backlog, adjusting sprint plans, and orchestrating technical and functional resources to maintain uninterrupted performance
• Execute Agile-delivery HR workflows — onboarding, offboarding, reassignment, and access management — to backfill and reallocate talent without degrading sprint velocity
• Drive cultural change and coach Government stakeholders on Agile best practices (backlog refinement, sprint planning, Definitions of Done)
• Deliver executive-level briefings and customer-facing presentations to CPE ST3 leadership

REQUIRED QUALIFICATIONS

• Active Secret clearance
• Bachelor’s degree in a related field, or equivalent experience
• 8+ years of hands-on Agile program/delivery management, including scaling Agile practices across multiple teams while maintaining alignment to strategic goals
• Enterprise-level Jira configuration and administration experience — building and configuring Jira environments from the ground up (backlogs, workflows, boards, automation), not routine end-user administration
• Demonstrated command of Agile frameworks and methods: Scrum, Kanban, SAFe, and Lean
• Proven experience with backlog management, prioritization, and workload-sizing methodologies; sprint planning, velocity forecasting, and capacity management
• Demonstrated experience with dynamic resource allocation across multiple concurrent teams
• Experience designing and operating cross-functional governance and talent-pool / capacity-tracking models
• Experience supporting federal or large enterprise organizations
• Available to support the anticipated Phase II Jira technical demonstration (~late October 2026) and to transition into post-award operational support
• Strong executive-level briefing and customer-facing presentation skills; able to confidently support a live customer demonstration and facilitate discussions with Government stakeholders

PREFERRED QUALIFICATIONS

• TS/SCI Clearance
• Current advanced Agile-specific certification (e.g., SAFe SPC or RTE, PMI-ACP, Certified Scrum Professional)
• Atlassian certification(s) (e.g., ACP – Jira Administration / Jira Project Administration)
• Experience leading an organization’s transition from effort-based (hourly/LOE) tracking to outcome-based Agile delivery
• Prior experience within DoD/Army acquisition or simulation, training, and test environments
• Active Secret clearance, to enable immediate post-award ramp
