Duration: 12+ months

Job Summary

We are seeking an experienced HCM Solution Architect to lead the design of an enterprise-wide Position Control framework within a large-scale ERP transformation program. The role will define future-state organizational structures, financial classifications, reporting dimensions, and data governance standards while ensuring alignment with statewide budgeting, accounting, and compliance requirements. The ideal candidate will have expertise in enterprise HCM/ERP architecture, governmental financial reporting, data standardization, and cross-functional solution design within complex public-sector environments.

Key Responsibilities

  • Lead future-state Position Control architecture, including organizational hierarchies, segment structures, accounting classifications, and reporting dimensions.
  • Ensure alignment with statewide financial reporting, budget controls, fund accounting, GASB, ACFR, SEFA, and applicable federal and state requirements.
  • Coordinate HCM design dependencies across Payroll, Budget, Grants, Procurement, BPI, Data Conversion, Integrations, and Reporting workstreams.
  • Facilitate requirements validation, evaluate design alternatives, document architectural decisions, and establish design governance.
  • Define enterprise data standards, account structures, mapping rules, and governance controls to support data integrity and analytics.
  • Align HCM architecture with the selected ERP platform's native capabilities, prioritizing configuration over customization.
  • Analyze legacy Edison financial structures and define conversion, mapping, migration, and reconciliation requirements.
  • Collaborate with state financial leadership, accounting authorities, agency representatives, and implementation partners to validate enterprise and agency-specific needs.

Required Qualifications

  • Strong experience in HCM/ERP solution architecture, enterprise design, or large-scale ERP transformation programs.
  • Experience designing organizational structures, position control frameworks, accounting dimensions, and enterprise reporting models.
  • Knowledge of governmental accounting, fund accounting, budgeting, and financial reporting requirements.
  • Understanding of GASB, Annual Comprehensive Financial Report (ACFR), and Schedule of Expenditures of Federal Awards (SEFA) requirements.
  • Experience with enterprise data governance, standardization, data mapping, conversion, and reconciliation.
  • Experience coordinating cross-functional ERP workstreams and managing design dependencies.
  • Strong requirements analysis, solution documentation, design governance, and stakeholder management skills.
  • Ability to evaluate ERP capabilities and recommend scalable solutions that minimize customization and long-term maintenance.
