Public Health Business Analyst with Security Clearance

Public Health Business Analyst Remote Clearance Level and/or eligibility Required Blu Omega is seeking a Public Health Business Analyst to support a federal program focused on public health data modernization. This role operates fully remotely and is responsible for requirements gathering, stakeholder coordination, workflow analysis, and interoperability support. The position requires experience supporting public health data exchange and modernization efforts within a mission-driven environment. Program Overview Program: Funded Public Health Data Modernization Program Mission overview: Supporting the modernization of public health data exchange and interoperability for public health agencies using modern health IT standards and interoperable systems Key Details Location: Remote Clearance: None / No Public Trust required Work Authorization: U.S. Citizenship or Permanent Residency is required; employee must be authorized to work in the United States without sponsorship now or in the future. Schedule: Full-time, standard hours Responsibilities * Elicit, document, and manage business and technical requirements through interviews, workshops, and reviews with public health stakeholders and SMEs * Develop requirement artifacts such as business requirements, user stories, process maps, data flow diagrams, and acceptance criteria * Support analysis of system integrations and data flows across public health programs, laboratories, registries, and external partners * Collaborate with technical teams to translate requirements into solution designs, backlog items, and implementation plans * Contribute to test planning, test scenarios, and user acceptance testing activities in coordination with SMEs and technical staff * Assist with documentation development, including SOPs, data dictionaries, user guides, and meeting summaries * Support consideration of data quality, timeliness, reporting requirements, and reuse across public health use cases * Communicate complex technical topics clearly to non-technical audiences * Work effectively across technical delivery teams and public health stakeholders Required Qualifications * Bachelor's Degree * At least 2 years previous experience serving as a Business Analyst in technical-centric projects * Fluent in public health surveillance, epidemiology workflows, and STLT public health operations * Ability to analyze and document end-to-end workflows, system integrations, and data flows supporting surveillance and reporting use cases * Proven ability to communicate technical concepts clearly to non-technical public * Collaborative mindset with strong written and verbal communication skills Preferred Core Competencies * Working knowledge of public health data exchange and interoperability across public health agencies, laboratories, registries, healthcare partners, and federal systems * Working knowledge of public health standards and artifacts (e.g., HL7 v2, CDA, FHIR) * Working knowledge of generative AI and agentic research versus other methods of automation Compensation Salary Range: $90,000 - $125,000 Final compensation is based on technical skills, experience, education, certifications, and clearance.
