Job description:

The Web Administrator is responsible for the overall technical integrity, accessibility, security, and performance of the Commission's digital platforms. Core responsibilities include managing web hosting environments and Content Management Systems (CMS), developing and maintaining front-end and back-end web code, building custom database and API integrations, implementing robust cybersecurity measures and backup protocols, monitoring analytics and site performance, and ensuring strict compliance with state and federal accessibility standards (Texas Administrative Code 206/213 and Section 508 / WCAG).
Essential Duties
Web Application Development & CMS Administration: Develops, codes, tests, deploys, and maintains the public-facing TAP+ portal, content management systems (CMS), and related web applications, ensuring high availability, mobile responsiveness, and cross-browser compatibility.
Interactive Career Tools & Feature Implementation: Programs and maintains dynamic, interactive web features, including the "Mission Control" career lattices, stackable Industry-Based Certification (IBC) modules, and real-time wage calculation tools.
GIS & Data Integration: Builds and maintains systems integration pipelines and software solutions to embed interactive GIS mapping layers, density maps, regional training inventory data, and AI-driven labor market statistics into web interfaces.
Dynamic Portals & API Integration: Develops backend and frontend workflows, web forms, and REST API integrations for Phase 2/3 portal expansions, including internship and registered apprenticeship directories and automated data synchronization with WorkInTexas.com and state agency databases.
Web Infrastructure, Hosting & Technical Support: Designs, configures, and maintains web hosting environments, server infrastructure, DNS configurations, and deployment pipelines; collaborates with agency IT staff, DIR, or hosting providers to resolve software, hardware, and performance issues.
Cybersecurity, Patch Management & Data Protection: Implements website security protocols, message encryption, SSL/TLS certificates, routine vulnerability scans, patch management, and automated backup and disaster recovery procedures.
Code Quality, Testing & Standards Compliance: Evaluates front-end and back-end code to ensure proper structure, validity, adherence to industry programming standards, and full compliance with state and federal accessibility mandates (Texas Administrative Code TAC 206/213 and Section 508 / WCAG 2.1 AA).
Analytics, Tracking & Performance Monitoring: Configures and monitors automated web tracking tools (e.g., Google Analytics, Tag Manager, site search logs) to track user traffic, system utilization, page load speeds, and technical performance metrics.
Performs related work as assigned.
Minimum Qualifications
Experience: Minimum of five (5) years of progressively responsible experience in web administration, web application development, content management system (CMS) deployment, & website hosting infrastructure.
Preferred: Previous experience working at a government agency (local/state/federal).

Education Qualifications
Graduation from an accredited four-year college or university with major coursework in Computer Science, Information Technology, Computer Information Systems, Web Development, Software Engineering, or a related field.

Preferred Qualifications
Prior experience developing, maintaining, or administering public-sector, educational, workforce development, or large-scale data-driven/GIS digital portals.
Demonstrated experience ensuring digital platforms comply with Texas Administrative Code (TAC 206/213) and Section 508 / WCAG 2.1 AA accessibility standards.
Hands-on experience with modern front-end and back-end web development technologies, programming languages (e.g., HTML5, CSS3, JavaScript/TypeScript, PHP, Python, or Node.js), and relational databases.
Experience configuring, securing, and maintaining enterprise Content Management Systems (CMS), web hosting platforms, REST APIs, and version control systems (e.g., Git).
