Instead of constructing each plant on-site from scratch - a process that takes 10-15 years and is too expensive and unpredictable to finance - we build our plants like ships: in a factory, on an assembly line, then transport and assemble them at the site. Role Summary
The Senior Document Controller is a senior individual contributor within Blue Energy’s Document Control and Records Management (DCRM) group and serves as the deputy to the Document Control & Records Manager. Reporting directly to the DCRM Manager, executing and advancing the enterprise-wide program, deputizing for the Manager as needed, and serving as the operational backbone of the group by supporting EDMS implementation and administration, developing and maintaining controlled processes, and providing advanced document control expertise across the organization.
This role will help ensure alignment with NRC regulatory requirements, ASME NQA-1, and NIRMA standards, keeping all business-critical, technical, and regulatory engineering documentation accurate, traceable, and securely accessible.

Key Responsibilities
DCRM Program & Governance
• Execute and help maintain the enterprise-wide DCRM program in compliance with NRC, ASME NQA-1, and NIRMA requirements.
• Enforce document governance - document lifecycles, retention schedules, security classifications, and audit readiness.
• Maintain an auditable register of controlled documents, approvals, revisions, and change history.
EDMS Implementation & Administration
• Support the configuration, build, migration, and continuous improvement of the Electronic Document Management System (EDMS) across projects and functions.
• Configure and maintain EDMS platforms (e.g., SharePoint or equivalent), including metadata tagging, version control, approvals, access controls, and efficient retrieval.
• Apply and help standardize templates, naming conventions, document numbering, and change-tracking across the company.
Document Control Operations
• Maintain and refine procedures for document creation, review, approval, release, distribution, and archiving.
• Manage document transmittals and workflows, ensuring accurate and timely distribution to internal and external stakeholders.
• Support document review and approval processes, including formatting, editing, and electronic signature tracking.
Reporting, Quality & Compliance
• Maintain dashboards and reporting tools that provide visibility into document status, review progress, and outstanding actions.
• Conduct regular quality checks and system assessments to ensure data integrity, security, and regulatory compliance.
• Support storage, maintenance, and archiving both electronic and hard-copy records by retention schedules.
Team & Stakeholder Support
• Provide guidance to junior and project-based document controllers on controlled processes, tools, and best practices as the group scales.
• Partner with engineering, quality, regulatory, and project teams to support document creation, revisions, and releases throughout the project lifecycle.
Qualifications
• 10+ years of experience in document control and records management, preferably within a complex, highly regulated environment.
• Demonstrated working knowledge of NRC regulations, ASME NQA-1, and NIRMA standards.
• Hands-on experience administering or implementing an EDMS (e.g., SharePoint, Documentum, M-Files, or comparable platforms).
• Advanced proficiency with SharePoint and Microsoft Office, including Excel-based registers, logs, and tracking tools.
• Strong command of document numbering, revision control, transmittals, and distribution management.
• Strong organizational skills and attention to detail, with the ability to bring structure to fast-moving environments.
• Strong communication skills and a service-oriented mindset.
Preferred Qualifications
• Experience supporting large-scale infrastructure, construction, or energy projects; nuclear development projects strongly preferred.
• Prior experience supporting an end-to-end EDMS build, and migration.
• Experience developing document control procedures from the ground up in a program build-out setting.
• Familiarity with ISO 19650 status codes and contractor document control interfaces.
• Relevant certifications in document control, records management, or quality assurance.
