Job Description

Title: Project Manager

Location: Westlake, TX (Onsite)

 

This is W2/Full Time role

 

Description:

We are looking for an experienced IT Program Manager to oversee and drive a portfolio of strategic technology initiatives. In this role, you will be responsible for aligning multiple related projects, managing cross-project dependencies, governing multi-million-dollar budgets, and leading cross-functional global teams. You will serve as the primary bridge between executive leadership, technology stakeholders, and business units to ensure predictable, business-aligned IT delivery.

Key Responsibilities

  • Program Strategy & Governance: Define, structure, and govern multi-project IT programs from inception through business realization; establish clear program charters, roadmaps, and success metrics.

  • Dependency & Risk Management: Identify, track, and resolve critical cross-project dependencies, technical risks, resource bottlenecks, and architectural constraints across interconnected project teams.

  • Executive Stakeholder Alignment: Act as the trusted advisor and primary point of contact for C-level executives, steering committees, and business partners; deliver clear program reporting and manage escalations.

  • Financial & Resource Management: Manage end-to-end program budgets (CAPEX/OPEX), resource allocation, vendor contracts (SOWs), and cost variance analysis across internal teams and system integrators.

  • Vendor & Partner Management: Direct third-party software vendors, IT service providers, and consulting partners to ensure deliverable alignment, SLA compliance, and contract execution.

  • Process Leadership: Enforce standardized PMO frameworks (Agile, SAFe, Hybrid, Waterfall) and promote continuous process optimization across development and infrastructure tracks.

Qualifications & Required Skills

  • Experience: 8+ years in IT program/project management leading complex, large-scale software engineering, infrastructure, cloud transformation, or enterprise application implementations.

  • Methodologies: Strong proficiency in SAFe (Scaled Agile Framework), Agile/Scrum, and traditional Waterfall methodologies.

  • Tools: Advanced expertise with Jira, Confluence, MS Project, Smartsheet, and executive reporting platforms (Power BI, Tableau).

  • Leadership & Communication: Outstanding executive presentation skills, negotiation ability, and conflict-resolution capabilities across matrixed organization structures.

  • Technical Breadth: High-level understanding of modern IT architectures, cloud platforms (AWS, Azure, Google Cloud Platform), API integrations, and enterprise IT security/compliance frameworks.

Education & Certifications

  • Education: Bachelor’s or Master’s degree in Computer Science, Information Technology, Business Administration, or a related field.

  • Certifications (Preferred): Program Management Professional (PgMP), Project Management Professional (PMP), SAFe Program Consultant (SPC), or Certified ScrumMaster (CSM).
