Join General Dynamics IT and be a part of the team of men and women that solve some of the world's most complex technical challenges. We are seeking a Finance Manager – Indefinite Delivery Indefinite Quantity (IDIQ) to join the F-35 JPO program in Arlington, Virginia.
The F-35 Joint Program Office (JPO) leads life-cycle management of the F-35 Lightning II, the fifth-generation joint strike fighter serving the U.S. Air Force, U.S. Navy, U.S. Marine Corps, Cooperative Program Partners (CPP), and Foreign Military Sales (FMS) customers.
Support spans across multiple classification levels — including Controlled Unclassified Information (CUI), Special Access Programs (SAP), North Atlantic Treaty Organization (NATO), and Sensitive Compartmented Information (SCI). The F-35 JPO Security Directorate provides full-spectrum, multi-disciplined security support to protect F-35 technology and information across the enterprise and throughout the acquisition and sustainment lifecycle, spanning Continental United States (CONUS) and overseas operations globally.
The role of the Finance Manager – IDIQ is to provide subject matter expert-level (SME-level) financial management guidance for all task orders and performance activities under the F-35 JPO Security Support Services IDIQ contract:
Provide financial management oversight for all IDIQ contract task orders, including budget tracking, expenditure monitoring, and variance analysis
Develop and maintain financial performance dashboards and required monthly expenditure reports in compliance with Government reporting requirements
Support the Program Manager in cost control activities and cost realism analysis across all performance locations and task orders
Coordinate with the Contracting Officer and Contracting Officer's Representative (COR) on funding documentation, obligated amounts, and task order ceiling management
Provide SME-level guidance on Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) financial management requirements affecting contract performance.
Required Qualifications:
Master's Degree in Finance, Business Administration, or a related discipline, OR Bachelor's Degree plus four (4) years of additional work experience in financial management for DoD programs
A minimum of ten (10) years of experience in government contract financial management, cost accounting, or financial support for DoD acquisition programs
Experience with Defense Contract Audit Agency (DCAA) standards and government contracting financial reporting requirements
Proficiency in financial reporting systems and contract budget management methodologies
Secret clearance required

The likely salary range for this position is $128,039 - $173,229. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
