APD Financial Analyst Raleigh, NC (Remote)

Job Description

We are seeking an experienced APD Financial Analyst to support the NC Medicaid Enterprise System (MES) Program. The ideal candidate will be responsible for developing and maintaining the Medicaid Detailed Budget Table (MDBT), preparing Advanced Planning Documents (APDs), managing project budgets, tracking expenditures, and ensuring compliance with CMS funding requirements. The role requires close collaboration with project teams, finance, vendors, and stakeholders to support budgeting, forecasting, and financial reporting.

Mandatory Skills

• 3+ years of experience developing and managing Medicaid Detailed Budget Table (MDBT).
• 5+ years of budgeting, accounting, and financial analysis experience.
• Experience with Advanced Planning Documents (APDs) and CMS enhanced funding.
• 7+ years of experience using Microsoft Project, MS Teams, Zoom, and other project collaboration tools.
• 7+ years of project management, facilitation, and stakeholder management experience.
• Excellent written and verbal communication skills.
• Experience creating PowerPoint presentations, financial reports, and Standard Operating Procedures (SOPs).
• Ability to manage multiple projects and priorities simultaneously.

Highly Preferred: Prior State Government/DHHS/Medicaid experience.
