Role Overview

We are seeking an experienced Senior Product Manager to provide strategic product leadership across a high-priority, multi-strand Service Transformation initiative.

This is not a single, narrowly defined digital product role. Instead, you will lead the transformation of how complex, critical services are delivered across a large-scale operational domain. The scope spans multiple services, digital capabilities, policy frameworks, and operational practice improvements.

Your mission will be to shape how risk, safety, and operational data are identified, recorded, shared, and acted upon across complex organizational environments. You will ensure that all digital capabilities and service interventions are grounded in operational reality and deliver measurable value to frontline staff, senior leaders, and end users.

Key Responsibilities

• Vision and Strategy: Shape the overarching product vision, strategy, and multi-year roadmap across concurrent strands of discovery, experimentation, and delivery.
• Multimodal Problem Solving: Define and prioritize Minimum Viable Product (MVP) options, recognizing that effective solutions often require a blend of digital features, service design, operational practice, and policy changes.
• Backlog Leadership: Lead backlog prioritization for delivery teams, ensuring effort is continuously directed toward the highest-value operational and organizational problems.
• Stakeholder Alignment: Build strong alignment across senior policy owners, operational leaders, multidisciplinary delivery teams, and key external stakeholders.
• Standards and Quality: Drive evidence-led, human-centered product development, ensuring all work adheres to industry standards and is safe, compliant, and operationally viable.
• Lifecycle Governance: Guide initiatives through Discovery, Alpha, Beta, and Live phases, improving the understanding of data and information flows between legacy platforms and modern systems.
• Safe Testing and Evaluation: Lead the safe testing, prioritization, and evaluation of new service capabilities within high-impact operational environments.
• Transition and Sustainability: Prepare deliverables for seamless transition to permanent product ownership, documenting roadmaps, backlogs, decision logs, evidence bases, and stakeholder frameworks.

Key Skills and Experience

• Complex Strategy and Roadmapping: Strong track record of setting product vision, strategy, and roadmaps for complex, multi-service, or high-risk domains.
• Multidisciplinary Leadership: Proven ability to lead cross-functional teams and prioritize work using user insights, quantitative data, and organizational outcomes.
• Capability Building: Demonstrable experience coaching and mentoring Product Managers, uplifting product practice, and embedding Agile standards.
• Senior Stakeholder Management: Exceptional negotiation and influencing skills, with experience building consensus across cross-organizational boundaries and senior executives.
• Agile and Lean Delivery: Expertise in leading products through Discovery, Alpha, Beta, and Live phases using Agile and Lean methodologies.
• Risk and Value Management: Strong capability in managing product risks, dependencies, and funding budgets to ensure maximum return on investment.
