Job Description
Everforth is seeking a Portfolio Business Analyst. This is a role created to take IT portfolio intelligence from compliance reporting to strategic decision support. This position operates at the intersection of business analysis, data analytics, and enterprise portfolio management, translating investment data, agency strategic plans, and Planview portfolio records into actionable insights for leadership and business partners.
This role functions within the Customer Experience and leverages information gathered through Strategic Partner engagement and IT Strategic Plan (ITSP) intake. Using that information, along with Planview, governance, and financial data, the Portfolio Business Analyst develops portfolio-level intelligence that supports strategic decision-making. The role does not independently perform demand sensing; instead, it adds value through cross-org analysis, pattern recognition, trend identification, and decision-ready insights.
The ideal candidate combines strong business analysis and data analytics capabilities with hands-on Power BI expertise and a passion for using data to improve investment decisions. Experience leveraging AI-assisted analytical tools to accelerate insight generation is highly desirable. This is a high-visibility position with direct influence on how a $1B+ annual IT investment portfolio is managed, governed, and optimized.

Key Responsibilities
Business Requirements and Acceptance Criteria
- Engage stakeholders across the organization and with strategic partners to elicit, document, validate, and manage business requirements for analytical initiatives, Planview enhancements, and reporting solutions.
- Translate business needs into clear requirements documentation, user stories, functional specifications, and acceptance criteria.
- Facilitate workshops and working sessions with partnered IT directors, portfolio managers, budget analysts, and executive sponsors.
- Develop and maintain requirements traceability to ensure alignment between business objectives, stakeholder expectations, and delivered solutions.
- Synthesize Demand function outputs, Planview data, budget information, and portfolio performance metrics to identify trends, redundancies, risks, and optimization opportunities across the organization.
- Produce cross-division analyses highlighting shared technology needs, software consolidation opportunities, enterprise services potential, and reusable solutions.
- Analyze project performance indicators, including schedule variance, cost variance, risk exposure, and milestone trends, to identify recurring issues and predictive indicators of project distress.
- Develop forward-looking views of technology demand, emerging priorities, investment gaps, and portfolio opportunities.
- Design, build, and maintain Power BI dashboards and reports that provide actionable portfolio intelligence to project managers, partner leaders, and executives.
- Integrate data from Planview, ITSP submissions, financial systems, and other data sources to create comprehensive portfolio views.
- Automate recurring reporting and data refresh processes to improve efficiency, timeliness, and data quality.
- Continuously enhance dashboard functionality and usability based on stakeholder feedback, business priorities, and usage analytics.
- Ensure all reporting solutions meet accessibility standards, including WCAG 2.1 AA requirements.
- Partner with the Planview Product Owner and platform administrators to strengthen Planview's role as a strategic portfolio intelligence platform.
- Assess and improve Planview data quality by identifying gaps, inconsistencies, stale records, and reporting deficiencies.
- Recommend enhancements to data models, taxonomies, and portfolio standards that support enterprise-wide consistency and reporting.
- Develop Planview-native reports, dashboards, and portfolio views that complement Power BI reporting capabilities.
- Analyze agency IT budget submissions, appropriations, expenditures, and investment plans to identify funding gaps, cost anomalies, and financial trends.
- Reconcile financial data with Planview investment records and produce executive-level portfolio financial reporting.
- Identify recurring modernization initiatives, infrastructure investments, security programs, and enterprise priorities that could benefit from shared services or centralized procurement strategies.
- Analyze portfolio-wide data to identify systemic risks, recurring issues, and operational vulnerabilities, including compliance gaps, expired contracts, stalled projects, and unfunded mandates.
- Develop and maintain risk indicator dashboards that provide early warning signals and support proactive portfolio management.
- Translate analytical findings into risk narratives, prioritized recommendations, executive briefings, and governance materials.
- Utilize AI and machine learning tools, including large language models, automated classification capabilities, and predictive analytics techniques, to accelerate insight generation and portfolio analysis.
- Identify opportunities to integrate AI-assisted workflows into PMCOE operations, including document review, ITSP analysis, anomaly detection, and narrative generation.
- Stay current with emerging AI technologies, analytics methodologies, and best practices, recommending innovative capabilities for continuous PMCOE improvement.
- Five (5) or more years of progressive experience in business analysis, data analytics, portfolio management, or a related field supporting enterprise IT programs.
- Demonstrated expertise with Power BI, including:
- Data modeling
- DAX development
- Dashboard creation
- Report development
- Accessibility compliance (WCAG 2.1 AA)
- Strong knowledge of business analysis methodologies, including:
- Requirements elicitation
- User story development
- Acceptance criteria creation
- Stakeholder facilitation
- Understanding of IT portfolio management principles, including:
- Project lifecycle management
- Investment categorization
- Financial oversight
- Risk governance
- Experience analyzing structured datasets, identifying patterns and anomalies, and delivering actionable insights.
- Ability to translate complex technical and business information into executive-ready reports, presentations, and recommendations.
- Strong data visualization skills with a focus on usability, accessibility, and decision support.
- Ability to manage multiple priorities and competing deadlines in a dynamic government environment.
- Demonstrated initiative and ability to work independently with minimal supervision.
- Excellent written and verbal communication skills with strong documentation and presentation abilities.
- Experience with Planview portfolio management solutions.
- Experience supporting state government, public-sector, or large enterprise portfolio management organizations.
- Experience integrating and analyzing data from multiple enterprise systems.
- Familiarity with AI-assisted analytics platforms and emerging data science techniques.
- Knowledge of IT strategic planning, project governance, and investment review processes.
- Experience supporting executive dashboards and enterprise reporting initiatives.
- Certification in Business Analysis (CBAP, PMI-PBA, or equivalent) preferred.
- Experience with portfolio management, project management, or governance frameworks.
