Position Overview

Liberty Community Programs is seeking a Clinical Business Development Liaison to support referral development, community outreach, and intake coordination for our adult Substance Use Disorder (SUD) programs in West Virginia.

This is a 1099 contract opportunity offering approximately 20–32 hours per week, with an hourly rate plus additional admission incentives for qualifying admissions attributable to the Contractor's documented referral and business development activity.

The ideal candidate is a relationship builder and healthcare professional who understands the SUD treatment environment and can connect individuals in need of services with appropriate treatment resources.

You should be comfortable building relationships with hospitals, treatment providers, community organizations, referral partners, and other stakeholders while maintaining strong ethical and clinical standards.

Key Responsibilities

• Develop and maintain referral relationships with hospitals, SUD treatment providers, detox programs, behavioral health organizations, Medicaid and managed care referral sources, VA-related referral sources, county and justice-system partners, and other community referral sources.
• Conduct regular outreach to prospective referral partners and community organizations.
• Educate referral sources about Liberty's SUD programs, services, admission criteria, and referral process.
• Conduct preliminary screening of prospective residents for apparent ASAM criteria and appropriateness for the applicable level of care, within the Contractor's professional scope.
• Coordinate referral information and documentation with Liberty's admissions and clinical teams.
• Assist with obtaining required clinical, medical, and referral records.
• Maintain accurate documentation of outreach, referrals, screening, and business development activities.
• Build and maintain strong professional relationships that support appropriate referrals to Liberty's SUD programs.
• Escalate clinical or safety concerns to the appropriate Liberty personnel.

• Experience in Substance Use Disorder, behavioral health, addiction treatment, healthcare, or a related field.
• Experience with referral development, healthcare business development, admissions, intake, or care coordination.
• Knowledge of SUD treatment services and referral pathways.
• Familiarity with ASAM criteria and levels of care.
• Strong professional relationships within the West Virginia healthcare, behavioral health, or community services network preferred.
• Excellent communication, networking, presentation, and relationship-building skills.
• Strong organizational and documentation skills.
• Ability to work independently and manage outreach activities effectively.
• Ability to collaborate with admissions, clinical, nursing, utilization review, and program leadership.
• Appropriate professional license, certification, education, or clinical credentials consistent with the services performed.
• Must maintain all required professional credentials and insurance applicable to the services provided.

Compensation

$34.00 per authorized hour worked and properly documented

Plus, admission incentives:

• $100 per qualifying admission for the first 10 qualifying admissions in each calendar month.
• $125 per qualifying admission beginning with the 11th qualifying admission in the same calendar month.

A qualifying admission must be formally admitted to Liberty's applicable West Virginia SUD program and remain admitted for at least 30 consecutive days.

Admission incentives are calculated after the 30-day retention requirement has been satisfied and are paid through Liberty's normal contractor payment process.

Important Contractor Information

This is a 1099 independent contractor position. The Contractor is responsible for applicable taxes, insurance, licenses, certifications, and other obligations associated with independent contractor status.

The admission incentive is intended to support appropriate referral development and is not intended to encourage medically unnecessary services, inappropriate admissions, or referrals based on financial remuneration. All referrals and admissions must be consistent with resident choice, clinical appropriateness, payer requirements, Liberty's admission criteria, and applicable federal and state law.
