Senior Test and Evaluation System Engineer with Security Clearance

Description SAIC is seeking a Senior Test and Evaluation System Engineer to provide senior-level engineering, production, acquisition, and technical advisory support to the Product Manager for Maneuver Ammunition Systems (PM MAS) at Picatinny Arsenal, New Jersey. The position serves as a principal technical authority for system conceptualization, requirements architecture, technical planning, and life-cycle evaluation of complex ammunition and energetics systems.

Job Duties

• Provide real-time analysis, oversight, reporting, and technical recommendations for the development, production, sustainment, and delivery of small- and large-caliber ammunition, including 5.56 millimeter, 7.62 millimeter, .50-caliber, 9 millimeter, shotshell, 105 millimeter, and 120 millimeter direct-fire ammunition.
• Support development of acquisition strategies and acquisition plans; independently evaluate technical and process issues affecting ammunition production and delivery; and participate in root-cause analyses, corrective-action development, implementation follow-up, and data coordination.
• Apply engineering and scientific principles to develop technical concepts, establish implementation roadmaps, monitor technical progress, design test protocols, assess performance data, and resolve complex technical issues.
• Review project proposals and recommend candidate projects for Army or joint funding; assess ammunition-user concerns and develop timely solutions; evaluate industrial-base modernization and recapitalization initiatives; and monitor Army-funded projects and programs.
• Provide technical leadership for energetics, critical-mineral and chemical supply chains, industrial-base resilience, and industrial-policy alignment.
• Support department of War Defense Production Act Title III efforts; developing mitigation strategies for PM MAS supply-chain vulnerabilities; identifying potential funding sources outside traditional Army budget processes; and supporting public-private partnerships that strengthen ammunition production capacity.
• Support congressionally directed special-interest projects and prepare executive-level information briefings for program leadership and congressional stakeholders.
• Coordinate, as required, with PM MAS Deputy Project Managers, the Office of the Director of Integration for Assured Munitions, the Office of Industrial Policy, and other Government and industry stakeholders.
• Review Foreign Military Sales Letters of Request and Letters of Offer and Acceptance for small- and large-caliber ammunition.
• Apply knowledge of legacy ammunition development and production to resolve ammunition issues, identify and support cost-savings opportunities, and provide recommendations regarding Engineering Change Proposals and Requests for Waivers or Deviations.
• Mentor engineers, acquisition-support personnel, and other technical staff on ammunition development, production, sustainment, technical analysis, and sound engineering practices.

Qualifications Qualifications

• Bachelor of Science degree in an accredited engineering discipline and at least 15 years of progressive engineering experience.
• Five (5) years managing professional staff.
• Must demonstrate advanced knowledge of system-level requirements definition, system test and evaluation, probability, reliability, statistical analysis, sampling, data-collection methods, and applicable regulations and standards.
• Must be capable of authoring, editing, and contributing to technical products, including project concepts, technical reports, test plans, and engineering analyses, while providing expert technical guidance and training to personnel supporting the mission.
• Must have minimum of Interim SECRET clearance with ability to obtain SECRET. Target salary range: $80,001 - $120,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
