Job Description – System Administrator 3 (Citizens only)
Location: Vancouver, WA
Company: An agency under the U.S. Department of Energy.
- Pay $60-$66/hr. W2
- 80 hours of PTO and 11 paid Holidays
Position Summary
We are seeking an experienced System Administrator / Application Developer to join an enterprise application development team supporting mission-critical business systems. This role is responsible for designing, developing, maintaining, and enhancing business applications while ensuring high availability, performance, security, and long-term maintainability. The successful candidate will collaborate with business stakeholders, software engineers, QA analysts, and project teams in an Agile environment to deliver reliable software solutions.
Key Responsibilities
Design, develop, test, deploy, and maintain enterprise applications using modern C# and .NET technologies.
Build scalable backend services, RESTful APIs, and application components following Clean Architecture, Domain-Driven Design (DDD), and SOLID principles.
Develop and maintain frontend applications using Angular and TypeScript.
Design, optimize, and maintain Microsoft SQL Server databases, including complex queries, stored procedures, indexing, and schema migrations.
Develop and maintain data models supporting business operations and system integrations.
Implement automation and scripting solutions using PowerShell and related technologies.
Troubleshoot and resolve application issues across application, API, database, and infrastructure layers.
Participate in code reviews and maintain high standards for software quality, testing, and documentation.
Collaborate with business analysts and subject matter experts to translate business requirements into technical solutions.
Support CI/CD pipelines and source control processes using modern DevOps practices.
Monitor application performance and recommend improvements for scalability, security, and reliability.
Create and maintain technical documentation, system specifications, and operational procedures.
Provide production support, participate in on-call rotations, and assist with incident resolution when required.
Mentor junior developers and contribute to technical leadership activities as needed.
Required Qualifications
Bachelor''''s degree in Computer Science, Information Technology, Engineering, or a related field (preferred).
8+ years of relevant experience with an applicable degree, or 10+ years without a qualifying degree.
Extensive experience developing enterprise applications with:
C# and modern .NET
RESTful API development
Angular or another modern JavaScript framework
TypeScript
Microsoft SQL Server and T-SQL
Object-Oriented Design and SOLID principles
Entity Framework, NHibernate, or ADO.NET
Git version control
CI/CD tools such as Azure DevOps or Jenkins
Visual Studio development environment
Strong analytical, troubleshooting, and problem-solving skills.
Excellent written and verbal communication skills.
Experience working collaboratively within Agile development teams.

Experience with:
Agile/Scrum methodologies
Azure DevOps
Windows desktop application development (WPF, WinForms)
PowerShell scripting
SQL Server Integration Services (SSIS)
ETL processes
MuleSoft
MVC web development
XML, XSLT, SOAP, WCF, and related integration technologies
High-availability enterprise environments
Formal change management processes
Security and compliance standards (such as FISMA, NIST, or critical infrastructure cybersecurity frameworks)
Utility, energy, or government environments
Work Environment
Full-time position.
Hybrid work schedule with routine telework eligibility and periodic onsite work.
Occasional travel for meetings.
Limited after-hours or on-call support may be required.
Primarily office and computer-based work with standard office safety practices.
No specialized medical surveillance or personal protective equipment is typically required for normal job duties.
