GIS ANALYST

Position Overview

VDOT’s Central Office Maintenance Division is seeking an Advanced GIS Analyst to support the Highway Maintenance Management Section. The analyst will perform advanced GIS analysis, enterprise GIS/asset data management, GIS application development, and technical coordination.

The candidate will work under the direction of the HMMS Program Manager and serve as a technical liaison between ITD, asset management system administrators, and business users. The role requires strong hands-on experience with Esri ArcGIS Enterprise, ArcGIS Pro, web GIS application development, JavaScript, Python, and enterprise spatial databases.

Key Responsibilities
Perform advanced GIS analysis, spatial analysis, and complex mapping projects.
Analyze, validate, maintain, and manage GIS data associated with highway maintenance assets.
Develop, enhance, and maintain GIS applications using Esri technologies.
Design, build, and deliver web-based GIS applications.
Develop mapping applications using ArcGIS API for JavaScript or other JavaScript mapping APIs.
Work with ArcGIS Pro 3.x+, ArcGIS Enterprise, ArcGIS Server, Portal, Web Adaptors, Data Stores, and ArcSDE.
Develop complex GIS tools, workflows, multilayer maps, and spatial analysis solutions.
Perform GIS data extraction, transformation, validation, and quality assurance.
Develop and maintain Linear Referencing Systems (LRS) and spatial data management applications.
Support enterprise asset management datasets and systems.
Use Python scripting to automate GIS processes and analysis.
Troubleshoot GIS applications, data issues, and technical problems.
Coordinate with ITD, system administrators, GIS teams, and business users.
Explain technical GIS concepts and solutions to non-technical users.
Work independently with minimal supervision while managing multiple GIS development and analysis activities.
