Enterprise Human Resources ManagerPosition Summary
Anchor Innovation, Inc. is a maritime operations support company growing quickly across the defense and federal contracting space. As Anchor and its affiliated companies continue to grow, we need a senior human capital leader who can develop the strategy, structure, and systems needed to support where our companies are headed—not just where they have been.
We are seeking an
Enterprise Human Resources Manager to lead human capital management, workforce planning, and HR strategy across multiple companies and business operations. This is not an administrative HR position. The role will focus on enterprise-level workforce strategy and organizational planning while working closely with the existing Human Resources function.
This individual will partner directly with the President, COO, ownership group, company leadership, and Director of Human Resources to ensure our people strategy supports business growth, contract requirements, and long-term organizational goals. The
Enterprise Human Resources Manager will develop multi-year workforce plans tied directly to our contract pipeline, help establish compensation strategy and job architecture, evaluate organizational structure, oversee enterprise-level human capital risk, and ensure our HR systems and practices can scale with the organization.
The right person has experience building, improving, or significantly scaling human capital programs and HR infrastructure, ideally within government contracting, defense, maritime operations, or another regulated industry. You understand how business strategy translates into workforce requirements and are comfortable working with senior leadership to turn growth plans into actionable human capital strategies.
What You'll Own
Develop and lead enterprise human capital strategy across multiple companies and business operations
Develop multi-year workforce strategies aligned with company growth, business objectives, and the federal contract pipeline
Evaluate current and future staffing requirements based on contract awards, anticipated growth, organizational needs, and business expansion
Develop and maintain enterprise workforce planning models and strategies
Lead human capital management initiatives designed to attract, develop, retain, and effectively deploy talent
Develop and maintain compensation strategy, compensation structures, and job architecture
Evaluate job levels, titles, career paths, and organizational structures to support consistency and scalability
Partner with leadership on organizational design and workforce structure
Develop strategies for leadership development and management effectiveness, particularly across a geographically dispersed and largely site-based workforce
Establish succession planning and talent development strategies for key positions
Identify workforce trends, staffing risks, skill gaps, and future talent requirements
Provide strategic guidance regarding employee retention, workforce stability, compensation, and organizational effectiveness
Evaluate HR systems, processes, policies, and infrastructure to ensure they can support continued growth
Promote consistency and alignment of human capital practices across affiliated companies while recognizing the operational needs of each business
Partner with the Director of Human Resources to translate enterprise human capital strategy into practical HR programs, policies, and processes
Support the development and continued growth of the HR function and future HR team
Provide strategic oversight of human capital compliance and workforce risk associated with federal contracting and applicable labor requirements
Partner with leadership to evaluate the human capital implications of new contracts, acquisitions, new business ventures, geographic expansion, and organizational changes
Develop workforce metrics and reporting that provide leadership with meaningful information for business and staffing decisions
Serve as a strategic human capital resource to the President, COO, ownership group, and company leadership
Ensure human capital considerations are incorporated into long-term business planning and company decision-making
What We're Looking For
10+ years of progressive experience in Human Resources, human capital management, workforce strategy, organizational development, or a related field
Senior-level experience developing or implementing HR or human capital strategies
Demonstrated experience building, improving, or scaling HR and human capital infrastructure during periods of company growth
Experience with workforce planning, organizational design, compensation strategy, and job architecture
Experience supporting multiple business units, companies, locations, or a geographically dispersed workforce strongly preferred
Government contracting, defense, maritime, or other highly regulated industry experience strongly preferred
Understanding of workforce and compliance considerations associated with federal government contracting
Ability to connect business growth and contract requirements with workforce planning and talent strategy
Experience working with senior company leadership on organizational and workforce matters
Strong analytical and problem-solving skills with the ability to identify workforce trends and organizational risks
Strong written and verbal communication skills
Ability to develop strategy while remaining practical and implementation-focused
Ability to work effectively across different companies, business units, leadership teams, and operational environments
Strong judgment and discretion when handling confidential and sensitive business and employee information
